10 June came into force the Law of Ukraine ¹1817 "On amendments to some legislative acts of Ukraine concerning improvement of urban development activities". At the last meeting of the Cabinet of Ministers of Ukraine on 7 June 2017 adopted a number of laws and regulations, and providing vermouth the implementation of legislative changes, in particular, such basic decisions and orders of the Cabinet of Ministers of Ukraine. "Under the new law will be a transition from christopoulou authorization system (notification, Declaration, resolution) to the two-stage (alert, resolution). A procedure for issuance of permits will be determined not by the complexity of the construction object, and the class of consequences (minor, moderate, significant). The construction of middle class and significant impacts will be carried out only by permission. Large residential complexes, high-rise buildings, social facilities, shopping malls, office buildings will be built only if the full package of the allowing documentation. At the same time, simplified licensing system for objects of minor class effects, which constitute more than 80% of the total volume of construction", - said the head of the Department of town planning and architecture of regional state administration Volodymyr Kharchenko. In urban development it is expected the order of Ministry of regional development, which is under consideration in the Ministry of justice, which vermouths maintenance of the register of town-planning conditions and limitations and issue procedures. "In the opinion of the Ministry of regional development, the new Law improves the procedure for obtaining permits, including in electronic form. This is a significant step in the deregulation of the industry. The implementation of this law will significantly improve the position of Ukraine in the Doing Business ranking and would be an effective anti-corruption tool," - said Vladimir Kharchenko.
