In the Ternopil regional state administration held a workshop on "Topical issues of preparation of projects financed at the expense of State Regional development Fund and subventions for the development of the infrastructure of the United territorial communities". The seminar was organized with the support of "U-LEAD with Europe" and Ministry of regional development of Ukraine. Participation the seminar was attended by about 80 participants, including heads of regional state administrations and chairmen of the unified territorial communities. The speakers of the event were the Director of the Department of economic development and trade of the Ternopil regional state administration Galina Volenik, head of Department of capital construction of regional state administration Victor Kusaka, the chief of Department of town planning and architecture of regional state administration Volodymyr Kharchenko, and also the Director of the Ternopil centre for the development of local self-government Viktor lytvynchuk. The seminar discussed several important issues including training, performance, evaluation and implementation of projects financed by funds DFRR, and the basic requirements for the development and approval of design estimates. So, according to the Director of the Department of economic development and trade of the Ternopil regional state administration Galina Volenik, there are two basic financial instruments that help to develop joint territorial communities is the State Regional development Fund and subventions for the development of the infrastructure of the United territorial communities. The quality of the preparation of such projects, unfortunately, is not very high. Although now the community have already started to prepare much better. "Last year, for example, on projects to the Regional development Fund we had one winner in the same year – 12. However, work is still work and such competitions are necessary," – said Galina Volanic. At the same time, as noted by the head of Department of capital construction of regional state administration Victor Kusaka, the main objective of these seminars is to teach the heads of regional administrations and chairmen of the joint right of territorial communities to submit project documentation. "We often appear many complaints about it on the project documentation, after all, come up with a variety of modernisation and restructuring that is absolutely unnecessary. In construction there are the appropriate canons, and they must be respected. So we gathered our active community to tell her all of these aspects and work with them in the future. By far, the seminars have a use, because it is already the second year when the GSS is preparing the draft, and this year they are more professional and meaningful for the region", – said Victor Cusack. So, as noted by the Deputy mayor of Pochaev OTG Andriy Chubik, the seminars can obtain a lot of useful information, explaining regulations on projects of State Fund of Regional development. Therefore, thanks to such activities, preparation of projects is only getting better," he said.
