In the Ternopil region program "Available drugs" is stable - the MINISTRY of health

for more than 1 million Ukrainian citizens have used the program “Affordable medicine”, which started in April 2017, and received a cure for cardiovascular diseases, type II diabetes or asthma, for free or with little fee. On 16 June, the Ministry of health presented the first results of the program, the official website of the Ministry of health of Ukraine. As of almost 6 thousand pharmacies have joined the government program “Affordable medicine”. This means that every third pharmacy in Ukraine, patients can obtain a prescription from your doctor from cardiovascular disease, type II diabetes or asthma, are included in programs that are free or with little fee. There is a positive dynamics concerning the use of the funds allocated for the program. In General, the pharmacies have released drugs to 1.4 million recipes and received compensation in the amount of 67 million, accounting for 13.5% of the total amount of allocated funds. Recall that among the basic principles of the program “Affordable medicine”: the reimbursement level for outpatient management, treatment of diseases, which belong to the priority conditions of the who, the compensation solely on the prescription that the doctor prescribes, indicating the active substance reimbursement at the cheapest price, which leads to competition between manufacturers and the establishment of reference prices at the level of neighboring countries. PROBLEMS The Ministry of health understands that there are certain problems and solve them gradually. Now there is a deficit in the individual drug – using, demand for certain drugs. The MINISTRY of health has held meetings with representatives of pharmacy chains, distributors, importers and manufacturers to promptly respond to such technical difficulties. To help efficiently calculate the required volume of production of medicines can registry patients. So the MINISTRY together with a team of developers of "E-Health" is working on the implementation of the electronic register. THE FIRST RESULTS Expectations that are pinned on the project started. The number of patients who began to turn to primary care physicians has nearly tripled, which solves the problem of self-medication patients and improves their health. Consumption of effective tools, recommended by who, has almost doubled, and the cost of drugs that entered the program, have decreased for some items twice. Along with this the patient got the choice to obtain medications for free or buy them for a small fee. RATING OF REGIONS After analyzing the data reporting the Ministry of health has made a rating of regions on key programmatic indicators (number of pharmacies participating in the program, use of funds, prescriptions, reimbursement, the number of individuals who received the medicines and the like). The leaders are currently the Vinnytsia, Lviv, Dnipropetrovsk, Ivano-Frankivsk and Kharkiv region. Consistently the program works in the Volyn, Zhytomyr, Ternopil and Cherkasy oblasts. In may, actively involved Kyiv, Kyiv and Kherson region. Worst of all, the program works in Chernivtsi, Mykolaiv and Luhansk regions. Vinnitsa, Kirovograd, Chernihiv, Kharkiv and Ternopil region in the first place by the amount of funds under the program. The Deputy Minister of health Roman Ilyk said: “If certain areas of the city can not cope and do not use their allocated program funds, the regional municipalities can reallocate these funds. Also in September means those areas in which the program will not work at the appropriate level will be transferred to the budget of the regions cope with the implementation of the program better.” PLANS From 1 July 2017 the Ministry of health will update the registry of reference prices. This means that from August this year to the program can join the new drug manufacturers. Now in the registry of available drugs has 35 pharmaceutical companies: 20 European, 15 Ukrainian and world 2. The government announced the allocation of 1 billion hryvnia to the program reimbursement of drugs in 2018, 2019 and 2020. This is stated in the budget resolution, which was accepted by the Cabinet of Ministers of Ukraine of 14 June 2017. This is a clear signal that in this direction the state will move on and stably support the patients who require high-quality and affordable treatment. In addition, the Prime Minister of Ukraine Vladimir Groisman said that the Government is ready to allocate additional UAH 250 million for the program “Affordable medicine” in 2017. The Ministry of health has addressed to the Expert Committee and the world health organization to provide suggestions on the expansion of diseases included in the program, in accordance with the list of priority States. The government program “Affordable medicine” is one of the great parts of health reform, which has not changed for 25 years. If the Parliament decides on governmental bills before the end of this session, we will be able to run a total reboot of medicine and to guarantee the citizens of Ukraine with quality and affordable medicine.
