In Prosecutor's office of Vinnytsia region discussed the status of the prevention of juvenile delinquency in 2017
At the initiative of Prosecutor's office of Vinnytsia region held a joint meeting to discuss the status of combating juvenile delinquency in 2017, as well as activities aimed at detecting and preventing criminal acts among children. The joint meeting was attended by the Deputy Prosecutor of Vinnytsia region Sergey Suhorebrik, Deputy Chairman of the Vinnytsia regional state administration Igor Ivasyuk, heads of law enforcement bodies, public authorities and local prosecutors. Opening the meeting, Sergey Suhorebrik noted that the region within 2017, the rise of juvenile delinquency from 92 to 127 or 38 %. The largest share of the committed criminal offences are crimes against property: theft (69,6%), unlawful taking of a means of transport - by 8.3 %, robberies - by 3.9 %. Also from 85 to 95 or 11.8 % increase in the number of juvenile perpetrators of criminal offences. Increased this year the number of adolescents committed criminal offences in the group from 29 to 54. Of particular concern is the increase from 40 to 76 or 90 % of the number committed by juveniles serious crimes, until recently was not typical for juvenile crime. Violent attacks increasingly teenagers are impulsive, with elements of cruelty and cynicism. For example: in January of this year in one of the villages Kalinowski district during the dispute juvenile brutally beat another minor, causing him serious injuries from which the latter died. Moreover, the defendants fainted victim left in an unheated room of the school toilet. The meeting determined that the negative trend regarding the growth of crime in the region requires an immediate response and that additional measures be taken by all competent bodies of the prevention system. However, the meeting participants came to a common opinion that, despite the performance of their assigned powers, without parental daily concern for positive results we will reach, because the world of children relative to the norms and rules of behavior in society, their obedience to the law is formed in each of seven’th. Summing up the meeting, Deputy Prosecutor of the region Sergey Suhorebrik noticed that in the center of all organs should be the child, not “concern” about reports and documents. This can be achieved only through joint coordinated actions of all agencies and services that deal with children's rights.
