Sergey Savchuk: Another victory! Parliament approved the law on introduction in Ukraine of commercial accounting of water and heat!
In the repeated second reading the draft law of Ukraine ¹4901 "On commercial accounting of heat energy and water", developed with the direct participation of Saee. The decision was taken yesterday, June 22, at the session of the Verkhovna Rada of Ukraine, which voted 238 people's deputies of Ukraine. "This long-awaited event for Ukrainians. This law in the country introduced a mandatory heat metering and water. Due to the accounting of the population will pay only for the consumed resources, and not on standards. In addition, the account will allow you to monitor the effectiveness of the implementation of energy efficiency measures. All this will contribute to reducing consumer spending on utilities," commented the Chairman of the Saee Serhiy Savchuk. "I emphasize that this law is the first major step in reforming the relations in the sphere of housing and communal services and encourage the population to energy efficiency," - said Serhiy Savchuk. Thus, the Law provides for a mandatory instrument of commercial utility metering (at the building entrance), as well as distribution account (piping). The deadline for implementation of commercial accounting of heat in the course of a year from the date of entry into force of the Law, commercial water metering within two years, and distribution records for three years. The law defined: - the mechanism of payment for installation, replacement and service of metering units (determined for each house separately); - list the required information for billing for utilities and access to such information; - General order of access units of accounting; - liability for failure to comply with the law. The adoption of the Law will reduce to ? the volume of unaccounted-for water in nutrixxion and reduce the consumption of thermal energy for 1-3 years on average by 15-20%, which in turn will reduce gas consumption and reduce emissions of greenhouse gases.
