Chernivtsi will be the first city of Ukraine,which will implement a pilot open data project

a Pilot project on the development of open data in the city was launched on 26 June 2017 in Chernivtsi. In this project, Chernivtsi, became one of the winners of the competition among Ukrainian cities with open data, get the help of the best experts, including international, in the opening data of interest to residents. A Memorandum of cooperation in the framework of the project signed mayor Alex Kaspruk and Carlos A. Guerrero – head of the project "Transparency and accountability in public administration and services", jointly financed by the governments of the US and the UK. The pilot project will be an important step towards greater transparency of city government and provide residents with access to important information. In the first phase of the project will be audited data, which is at the disposal of the city Council, its Executive bodies,utilities: analysis what information and in what condition, identifying priority datasets – that is, those that are of interest to residents. Thus will be determined by the stewards of the most interesting and relevant for Chernivtsi to the information and determined how to bring to residents in the most convenient and easily accessible format. The result of the work of the project will be the launch of open data portal of the city where free will accommodate important information. On the open data portal information will be in malanocytes (that is suitable for processing by computers) format that will allow you to use it including the creation of various e-services, information products for residents (for example, it may be the search service of the school for the child, suitable land (or premises for business), the notification on your mobile phone about scheduled outages, maintenance works in the city). "Chernivtsi require advanced interactive services that will make life in Chernivtsi more comfortable services more accessible, simplify the work of entrepreneurs will make the city more open for tourists, and local authorities to be more transparent to the public. It is important that our partner in this project, there are social activists that strengthen the credibility of its results. The city government is ready to adopt sustainable open data policy in Chernivtsi, in the development of normative-legal base in this direction, responsible for the definition of open data. I hope that the deputies of the Executive Committee of the city Council will support this project and will actively participate in its implementation", – said mayor Alex Kaspruk. The city has demonstrated a commitment to this openness, systematic approach and motivation to work in the direction of disclosure, as well as certain developments in this field. We see real political will of city authorities to work further in this direction, and we, for our part, are ready to provide the necessary expert support. The city has the potential to become one of the most open in Ukraine and we will be happy to help". In order to ascertain the views of residents, the 23rd of June, was an online survey among city residents relative to the data, free access to which they would like to have. Most residents are interested in social information: education (technical and qualitative characteristics of educational institutions),health care,urban planning documentation, legal documents of the city, information on road conditions and plans for repair, replacement of communications, and the like. The results of this survey will be taken into account when planning the next steps of disclosures in the city. After determining the state of the data will be prepared several sets of good quality data on the basis of which is created useful for the community interactive product.
