Traditionally, June 25 in the entire Ukraine and in General in the region, celebrated the youth Day. To educate and develop the young generation is a strategic contribution to what will be our country in the future. About the features of youth policy in our region - said the head of the Department of family and youth of the Ternopil regional state administration Igor Black. p. Igor, You have a very interesting and responsible industry in the region: the solution of social problems of families of sound youth policies, tasks, to care for the younger generation that will become the color of our country. Agree, this is not easy. What problems were faced in the beginning when he headed the Department? How did you manage to solve them? – In fact, the specificity of the work for me was not new, because I'm working in this direction since 2006 – then it was still control. That is the sphere, which had to lead, I was familiar with. When it came to the post, the main concern was to reduce staff from 11 to 8, and the volume of work has increased. Another difficult issue that I faced was financing. Earlier on the youth policy we annually received about half a million hryvnia, but when there was inflation, this amount was insufficient. But these difficulties were overcome. Regarding workers, it has helped more rational distribution of functional duties. The complexity of financing was solved thanks to the joint position of the regional administration and the regional Council, which is in the Ternopil region. We have repeatedly appealed to the regional Council and that pleases, obtained the understanding of the deputies – for various youth activities were allocated additional funds. But, if you take weights, which is more: positive or negative? And can you think of specific positive developments in your industry? What achievements can you boast? – Of course, it is not easy. For example, we hold events mother's Day to mothers whose sons were killed in the ATO area. It's hard emotionally, but very important from our side as usual, and from the state to support them, because their children gave their lives for freedom and the freedom of the Ukrainian people. But in General, the work brings a lot of positive work with young people and children – this adds energy and inspiration. We often take part in various activities, trying to conduct a variety of camp and action not only in Ternopil, but also in district centers. It's not always young people from regions can come to the "fine city" for a particular event. It is the policy of the regional administration – the youth from small towns and villages of Ternopil should not feel "deprived", so we try to create conditions so that every boy and girl could realize themselves, to develop their ability to see the future their future. The city Council has its own youth Parliament. In the area of the Council, which deals with youth issues? – At one time we also had a youth Council at regional state administration, but the efficiency was not very high, so we decided to go the other way, creating a youth Council. It is composed of active representatives of public organizations who really want to do it. Now we meet quarterly, discuss pressing issues, developing various youth programs. Thus, creating conditions to attract young people truly feel gothicist to what is happening in the field. What are the TOP significant events in your work in the field for this year? – Began to conduct military field training in each of the district centers of the region. Just participating in them every time involved approximately 50 young people. Thus, an important contribution to the development of young people is to conduct "Scientific picnic". The event in Ternopil funds allocated from the Ministry of youth and sports of Ukraine. And we, in turn, funds from the regional budget to hold such a picnic in the districts. In addition, the region hosts a variety of camps and training that helps educate youth in Patriotic spirit and pride for our country. We also pisam the fact that some of our events such as the blackthorn game "Gorby-antonovites" internationally - this year to us there came representatives of the United States, Lithuania, Poland and other countries. If You received a grant in the amount of UAH 100 million, which would be primarily spent? – At the time I visited in Lithuania. We drove back to the rest of children whose parents were participants of the ATO. The first time I saw a youth centre where young people gather, discuss pressing issues, resting, playing educational games and do many other interesting things. I would like to see in the Ternopil region was such a center, because, unfortunately, our young people have no where to gather. This is the first that would use the grant. Also, besides youth policy, we are engaged in improvement of children. So, having been in Poltava, I saw a health institution extra-modern sample. Children live in rooms with good repair, the buildings there are sports rooms, equipped with good machines, have their own pools, playgrounds... So the second thing I have spent money updating and repair of health institutions of the region. In addition, a portion of the grant could be spent on work with socially-unprotected groups of population: the victims of trafficking, violence, large families, families of ATO participants... I would Like to create a separate specialized center for victims of domestic violence, where such people could live healthier and get expert psychological support, help in socialization. The patient is the question of the division of family and youth now, what possible solutions do you see? – The most painful issue areas in which the Department is the General passivity of our youth. For example, overseas 25% of young people are members of public organizations, we have, on the territory of the region and the whole Ukraine – 3-5%. Although it is really good. Just a few years ago and those 3% were not. Another problem is that a lot of smart and resourceful kids go to Ukraine, go to foreign universities, and consequently there remain to work. And we lose our best young people. In order to solve this problem, young people need to talk, to meet, to explain to prospects that they saw will be able to realize the benefit of his native country. So, last year we held a forum for the best representatives of the youth of our area. Then, we gathered over 120 people. Are there special programs for families? They may be used? – Of course. We have a programme of improvement and rest of children. In order to use it, families, children who belong to the privileged categories, may apply to the structural divisions for family and youth of district administrations or city councils of regional significance. Well, then, upon receipt of vouchers, such children are sent for rehabilitation. Know that You a lot of attention is paid to children of participants ATO. What social projects are planned and which they already used? – Children of the ATO participants, we also sent to the guests, mainly foreigners. So, for the last three years, our children have been able to visit Croatia, Lithuania, Serbia, Hungary, Poland and even Georgia. shnye boys and girls are the future of the state. What would You like to wish to young people in their party? – First of all – to be active and optimistic. In fact, the State cares more about people, and here you need to be able to see the situation a little wider – not only in the context of youth policy. After all, those innovations of recent years: the reform of education, which is more harmonious to teach and educate a person; and medical, where the first place is the prevention of disease and healthy lifestyles – that is why always begin conversations with youth; and decentralization, which allows more and more to embody those projects that are needed on the ground and teaches self-manage territory; and the opening of borders with EU countries visa – free; and anti-corruption policy and transparency in government, which gives a much better chance for young professionals to realize themselves professionally – all this opens up for our young people new significant prospects.
