Hennadii Zubko: In Ukraine, more than 3 thousand schools have inclusive classes

Implementation of standards for resource rooms, libraries, and inclusive class introduced in secondary schools of Ukraine is an urgent and important issue. It should be systematic work in accordance with European quality standards. The creation of the infrastructure of new educational space: roads, sports grounds, recreation areas, requires an appropriate internal environment, which would promote the development of children with special needs. This was stated by Vice Prime Minister – Minister of regional development, construction, housing and utilities Gennadiy Zubko during a press conference on inclusive education in Ukraine. "More than 3 thousand Ukrainian schools have created inclusive classrooms. It has over 7 thousand children with special educational needs. There are still a lot of work, because not all children with special needs currently enrolled in school", - said Zubko. He called leaders to create inclusive education: Kyiv, Volyn, Dnipropetrovsk and Zhytomyr region. "For the regions is an important methodological support to BF Maryna Poroshenko, as well as experts. For its part, we recommend that schools, which are now rekonstruiruet and are prepared to put into operation, foresee a specialized internal design and the surrounding," - said Gennady Zubko. He stressed that the Ministry of regional development jointly with the Ministry of education introduce in Ukraine the draft of the new educational space. "The reform of secondary education and the development of new Ukrainian schools provide for the creation of an appropriate environment within educational institutions, and infrastructure around schools. Local budgets already have the necessary funds. We have a good example of the Dnipropetrovsk region, where the local budget to build schools and kindergartens that meet the modern requirements of quality, safety and comfort," said Zubko. "Inclusive classes must be accompanied by the resource room and library. This is a relatively small amount of funds aimed at the modernization or reconstruction of school. But we have to do to children with special educational needs communicate with their peers, not confined in a closed space of individual learning. For inclusion have multiple sources of funding: funds DFRR, subvention on the infrastructure GSS, subvention from the state budget for socio-economic development, the education subvention to local budgets, funds of international technical assistance", - said Gennady Zubko. Deputy Prime Minister thanked the President and his Charitable Foundation for their cooperation and providing technical assistance in the project of creation of the resource rooms and media centers. He stressed that the Government has decided on the redistribution of subventions to local budgets in the amount of more than UAH 30 million on the education of children with special needs. "We will continue to create conditions for education of children with special needs in inclusive classrooms, and provide them with everything necessary", - said Zubko.
