Made in the end of 2016, changes to the Budget code of Ukraine this right on the basis of performance revenues of the General Fund for the first quarter, provided the excess of revenues over planned targets for this period is not less than 5 per cent, to amend the decision on local budgets. Until this year, such changes can be implemented only on the basis of budget execution for the first half. During the second quarter of 2017 from 345 budgets, which are included in the consolidated budget of Transcarpathian region, have benefited from that 121, and the specified source of increased expenditure in the amount of 120.5 million. In particular, in Vynohradiv district 24 of 33 budgets have allocated funds from surplus for a total amount of 9,5 million UAH. Beregovo – 19-of-32 in the amount of 6.3 mln UAH. Rakhiv 16 from 22 in the amount of 13.9 million UAH. Uzhgorod, 10 out of 34 in the amount of 11.4 million. On the economic structure of expenditures of the funds are allocated to: payment of labour charges to workers of budgetary institutions – of 22.3 million UAH.; food – 1,8 million UAH.; utilities and energy – 7.8 million UAH.; capital expenditure 50.7 million UAH. other operating expenses – UAH 37.9 million.
