Chernivtsi: the Official employment – guarantee a decent pension

Introduced on 1 January this year legislative changes regarding raising the minimum wage and penalties for employers who violate the labor legislation, have yielded positive results in the increase of 54.9 per cent of the income of a single social contribution and part of a single social contribution to the budget of the Pension Fund at the expense of increasing the size of the wage Fund of enterprises, institutions and organizations of Chernivtsi region. However, the average wage of Bukovina is one of the lowest among the regions of Ukraine. This situation is due to the fact that in the whole region under the condition of full employment of workers 1022 the employers pay the salaries of 4.6 thousand employees less than the minimum size. In addition, some managers have resorted to various schemes to minimize wages – 2 million employers, more than 13 thousand employees work part-time working hours, and 570 employers of more than 3 thousand employees performing works under contracts grazhdansko-legal character. Therefore, it is important to realize that consent to receive a salary less than the minimum or generally “envelope” deprives social protection, because the calculation of pensions and other social benefits is taken into account only officially accrued wages.
