Chernigov (reconstruction with installation of led lights) The capital construction Department of Chernihiv city Council, hereinafter referred to as the "employer", intends using part of the proceeds of the loan and the grant received from the Nordic environment Finance Corporation (NEFCO), to pay for the installation of energy efficient outdoor lighting. The client invites Contractors to submit their proposals for the award of the contract to be financed by the proceeds of a loan and a grant to focus on acquisition: Lot 1: Funded loan of equipment and associated work Development of design-estimate documentation for modernization of the outdoor lighting installation of led lamps and receive examination, selection and supply of led lamps 308, selection and delivery of materials and equipment and execution of works on installation of led lights 1185, 1185 dismantling the luminaires with HPS lamps of the main streets of the city, dismantling 1185 mercury discharge lamps in the secondary streets of the city and erection of dismantled 1185 lamps 1185 installation of led lights and the necessary accompanying materials on Central city streets (street Shevchenko (vul. Academician Pavlova up to street Quiver), Rokossovsky, Heroes of Chernobyl, 77 Guards division, Svetinikolska, Serezhnikova, Tolstoy, Ivan Mazepa (vul. Shchorsa), Dotsenko, Astronauts, Generala Belova, M. Gagarin Chernigov), commissioning and commissioning of exterior lighting systems Lot 2: grant-Funded equipment Delivery, warehousing and storage 877 of led lights for future installation of streets Shevchenko (vul. Tenders are invited for both lots: bids submitted for only one of the lots will be rejected. Price of each lot shall be provided separately. The equipment that will be supplied under Lot 2 will be exempt from taxes. To be qualified for award of contract, bidders shall meet the following minimum requirements: - The bidder has the financial, technical and production capability and capacity necessary to perform the Contract, as well as the average annual income of a Participant during the previous three years should be at least 2 times higher than the price of its bid. In case of submission of the tender, SPCA, the leading partner must meet this requirement by at least 50%; - The bidder has successfully supplied similar equipment and work with other customers, and completed at least five (5) similar contracts during the last five years; - The tenderer or its agent will be able to fulfil their warranty obligations; - The tenderer is not bankrupt against him, opened the proceedings in insolvency or bankruptcy in accordance with applicable law; - in cases where the bidder offers its services for the supply of Equipment that it produces, the Participant must confirm that he has received all necessary authority from Manufacturer for supply of the Equipment in the Customer's country. In the case of a request of the tenderer tender document will be sent free of charge via e-mail in the form of PDF files. If there is a request to receive paper documents, they will be provided by the Customer to the appropriate bidder on terms that are negotiated them separately. All tenders must be submitted with tender security in the amount of not less than 0.5% of the price of the bid in the currency of the offer. The bid security is a guarantee that the bidder will be taken seriously for their participation in the tender. Each lot must be priced separately. Plant supplied under Lot 2 will be exempt from taxes. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: • the Tenderer, has the financial, technical and production capability and capacity necessary to perform the Contract, and Tenderer''s average annual revenue in the previous three years was at least twotimes greater than the price of his tender. In case of tender submitted by JVCA, the leading partner should demonstrate at least 50% compliance with the requirement; • The Tenderer has satisfactorily supplied similar plant and works to other purchasers and completed at least five (5) similar contracts in the recent fiveyears • the Tenderer or its agent will be able to carry out warranty obligations; • the Tenderer is not bankrupt or under bankruptcy procedures according to the national legislation or regulations; • in the case of a Tenderer offering to supply plant under the Contract which the Tenderer does not manufacture or otherwise produce, the Tenderer has been duly authorised by the plant''s manufacturer or producer to supply the plants in the Purchaser's country. Tender documents, upon request from a prospective tenderer, will be sent by email free of charge in electronic format (PDF file). If requested, the documents will be sent by the Employer to Tenderer on terms and conditions agreed by the two. All tenders must be accompanied by a tender security in the amount of not less than 0.5% of the tender price in the currency of the tender. The purpose of tender security is to ensure the tenderers are serious about their participation, irrespective of the contract size.
