Daniel Popescu: "If Ukraine manages to finish the reform of decentralization of power for 5 years,she will do what could not be anyone"

This statement was made by the representative of the Council of Europe, special adviser to the Government of Ukraine on decentralization of power, Daniel Popescu, speaking at the forum on decentralization as the basis of forming a new system of governance and local development. But in most other countries, given the state of the economy and the military conflict, the people answered negatively to all questions. That is why many European countries have failed in similar reforms. In Ukraine not so. Daniel Popescu drew attention to the disputes that are underway in Ukraine regarding the possibility of consolidation of districts. According to him, this trend is felt across Europe. France recently joined 22 of now 13, in the country there are discussions on the abolition of departments, educated even for Napoleon; Greece reduced the number of districts from fifty to a dozen; Denmark from 14 districts made 5, and now one big party lobbying for the ability to undo and five – continued Mr. Popescu. – The desire for efficiency pushes the whole of Europe to such changes. I understand that in the Ukraine the district level fixed in the Constitution, so do not expect rapid changes in this field.
