In the Ternopil region on 20 July 2017 hosted the Forum "Decentralization is the basis of formation of new system of governance and local development". The event was held in the framework of the implementation in Ukraine local government reform and territorial organization of power, decentralization of power. The forum will be hosted by the Ternopil regional state administration with the support of the Ministry of regional development of Ukraine and international technical assistance projects. As noted during a speech at the forum the Chairman of the Ternopil regional state administration Stepan Barna, the essence of decentralization is the maximum approximation of services provided to residents of the region, the region of Ukraine for the exercise of their powers. "I can safely say that decentralization in the Ternopil region of 80% was realized. 36 consolidated territorial communities covered 34% of the territory. I want to note that Ternopil region this plan focuses not only on the education indicators of administrative-territorial units. Interesting for us the real opportunities that arise from decentralization. We see that only 26 communities which have been formed in 2015-2016, revenues increased four times. This is the best indicator that characterizes the implementation of state policy", – said Stepan Barna. However, he noted that in the process of decentralization of the bulk region received significant financial resources. In particular, for comparison, the regional development Fund in 2014 totaled 12.5 mln. for the whole region, and in 2017 only Shumsk territorial community received a subvention in the amount of 16 million UAH. And this is actually the real thing that change the face of the region. "Our key task is an example to demonstrate real change. This is also evidenced by the rate of actual revenue in the context of the General Fund in January-June 2017 compared to the same period last year. the income of the Fund in Ternopil region is 146,9% (while the average for Ukraine 133.8 U.S.%), that's $ 360 million UAH. in local budgets, which should be roads, dispensaries, lighting, to develop the infrastructure. Perhaps in the context of Ukraine is a small number, but we understand the desire of communities to work towards the implementation of projects, bringing people to the process of legalization of land, jobs.
