Stepan Barna: Administrative-territorial reform should be completed as quickly as possible (interview)

The main purpose of the meetings was to determine the effectiveness and efficiency of the administrative-territorial reform held in the country, and the prospects for future changes in the system of territorial management. We owe it to chance that kind of information to themselves and to make some adjustments in joint action, and to inform about all the issues in Kiev with the specific requirements and suggestions. As you know, the area selected as a pilot for conducting these radical changes. However, the range of issues we discussed on the big forum "Decentralization is the basis of formation of effective system of management and local development", which was attended by representatives of all branches of government of the region, the Prime Minister of Ukraine Volodymyr Groysman and representatives of ministries and departments, as well as international technical assistance projects in the field of reform, the Vice-chairmen of regional state administrations in other fields, experts in the field of reform, representatives of Central and local media. Why these issues are so pressing and paramount? It is necessary to rapidly complete the implementation of all components of the administrative-territorial reform and in their full extent is a major task. It is impossible to stop halfway in the direction of building a democratic society, to slow down the pace of reform, as it is unacceptable to hold pluriform, not eliminating dualism, unnecessary bureaucracy in the organization of power and administration of the territories. However, state control should be ensured in all and always. These problems and was the basis of our conversations with the presidents of the United territorial communities. In addition, they talked about other specific things: the organization ensure the viability of each specific site, about the issues that arise here, on cooperation and mutually beneficial socio-economic projects – especially beneficial for all our citizens. You can not disagree that radical reforms in all areas of functioning in our society are vital and carry them to quickly and efficiently. But, according to experts, the process is already delayed. For example, only a third of the territories United in a United community (and the scale of the state – even less), and where it happened almost one hundred percent, continue to "actively" work without changing their functions, the district administration and district Council. How to be here? This, in particular, we discussed in detail in the above-mentioned me forum. My personal position on these matters known: I support full transfer of all management responsibilities and duties of the local self-government, however, government should remain a significant and effective system of General supervision and control over observance of the Constitution and Laws of Ukraine in the face of the reformed public administrations. And this process must happen simultaneously, in parallel. If this does not happen, we razbalansirovat system of government, let us make another irreparable harm to society. As for supervision and control, so it is throughout the civilized world, so will we. This applies to other spheres of social life: or reform thoroughly and to the end, for the benefit of the whole society, or not even start. Our 26-year-old practice of state-building had, it would seem, to teach all this rule... Definitely needs to draw the right conclusions from the lessons of modern Ukrainian history. It is encouraging that the President and the Prime Minister of Ukraine defend this stance. Unfortunately, some political forces, including those represented in the Verkhovna Rada of Ukraine, all the reforms over "the Maidan", but their main postulate is a cynical deception of Ukrainian citizens, intimidate them all sorts of horror stories that could delay reforms, to lead to the preservation of the "Soviet system", a life of existence of corruption schemes unfair exploitation of the state oligarchy, landowners and other vestiges of a society, particularly in the public sector, and in agriculture, in healthcare and in other industries. But let's be optimistic – our state and it will survive, although loss a lot, especially with time, resources, human, moral...
