In Vinnytsia region Prosecutor's office prevented illegal use of budgetary funds allocated for road reconstruction in the amount of 11 million hryvnia
the Prosecutor's office in the course of studying of a condition of observance of requirements of the legislation when carrying out public procurement for public funds, it is established that in July of this year, completed the procedure of open bidding for procurement of works on reconstruction of the road in one of the cities in Vinnytsia region. It is established that according to protocols, consideration of proposals on public procurement, published on the official web portal «Prozzoro”, the bids of participants of open bidding rejected in connection’connection with the compliance with eligibility criteria and conditions of the tender documents. However, according to the study of the tender proposal of the enterprise - the winner also established its discrepancy with the eligibility criteria and conditions of the tender documents. At the same time, the price proposal of the successful bidder is the highest among all of the participants – 11 million. Notwithstanding the foregoing, customer is in violation of the Law of Ukraine «On public procurement” not rejected the bid of the enterprise is recognized the winner, and canceled a public auction. At SV’connection with this Prosecutor's office submitted to the Economic court the claim about recognition void decisions of the tender Committee - Protocol for consideration of proposals to public procurement and the contract on purchase of works on reconstruction of the road.
