At a coordination meeting at the Prosecutor's office of Rivne region law enforcement leaders discussed ways of ensuring law and order
In the prosecution of Rivne region 27.07.2017 held a coordination meeting of heads of law enforcement agencies, which discussed the status of the prevention and combating of crime and corruption in the region at the end of the 1st half of 2017. Opening the meeting, the President – the Prosecutor of the Rivne oblast Bohdan Polubinsky stressed that the law enforcement bodies of the region made efforts to respond adequately to the crime situation in the region with its inherent problems. Thanks to the close cooperation of all law enforcement officers and the public is not allowed the growth of crime and reached a much lower level than in the country of criminal offences per 10 thousand population (of the area is 59.7; the country - 74,6). Over half of the significantly less committed serious and particularly serious crimes against life and health of the individual and the safety of traffic and operation of vehicles, property, as well as extortion, robberies, vandalism, and illegal acquisition of vehicles. YTD cleared on the territory of the region 6 organized criminal groups are sent to court indictments 12 criminal proceedings on crimes committed in the budgetary system, 19 – in the field of service activities, 14 in respect of illegal transactions in the forest sector, 21 corruption offenses. Constantly continued in the future, an important work on the prevention, detection and suppression of illegal operations with amber, earth, disorders associated with separatism in the sphere of taxation. At the same time, as noted by participants, along with achievements, there are some shortcomings in the organization of law enforcement agencies that require immediate reaction and action to eliminate the ground for negative tendencies in the overall structure of crime. Especially accented attention to the significant increase of homicides, juvenile delinquency, offenses against the environment, crimes committed in an alcohol intoxication, group of persons, and persons who have already committed offences. Extremely inappropriate, in the opinion of the head of the regional Prosecutor's office, is the state of solving crimes. - I do not agree with this situation, when almost two-thirds of the criminal offences remain unsolved, and the criminals were not punished. System burning cars cause a negative resonance in society, and weak disclosure of such crimes negates the individual achievements of law enforcement officers - said Bogdan Polubinski and demanded that all law enforcement agencies to respond urgently to this problem. - Need real results, first of all expecting effective work in this area of procedural heads of the Prosecutor's office, as well as operational and investigative law enforcement units. Requires increased work to identify crimes connected with sale of drugs, bribery in government, medical and educational institutions, as well as combating organised crime in priority areas: budget, land, tax, banking. Also discussed the problem of confrontation between the communities of the region in connection with the process relating to their Association. A detailed analysis of the state of law and suggestions on ways to improve efficiency on relevant directions were made by the Deputy Prosecutor of the region Miroslav Patskan. The admitted miscalculations in the organization of work, heard the explanations of the heads of local prosecution offices, the territorial Department of the Prosecutor's offices, police, security Service, the State fiscal service. My vision in interaction and the solution of the raised problem issues expressed by all heads of power departments, Rivne regional state administration. According to the results of the meeting developed a set of agreed measures that will contribute to enhancing the effectiveness of the fight against crime and its prevention on the territory of the region.
