The distinctive partnership of Ukraine with NATO

Priority national interest of Ukraine in the sphere of foreign policy activity is the development and further deepening of relations of strategic partnership of Ukraine with North Atlantic Treaty Organization (NATO), in compliance with the principles enshrined in the Charter on a distinctive partnership between Ukraine and the organization of the North Atlantic Treaty, signed on 9 July 1997, the Declaration on its complement of 21 August 2009, as well as on the implementation of the decisions taken at the meeting of the Commission Ukraine – NATO at the level of heads of state and government (September 4, 2014, Newport, United Kingdom of great Britain and Northern Ireland). The basic documents which continue to define the relationship between Ukraine and NATO at the present stage, the Charter on a distinctive partnership between Ukraine and North Atlantic Treaty Organization (9.07.1997) and the Declaration to Supplement the Charter on a distinctive partnership (21.08.2009). By the decree of the President of Ukraine dated 24.09.2014, No. 744/2014 put into effect the decision of the Council of national security and defense of Ukraine of 28 August 2014 "About urgent measures for protection of Ukraine and strengthening its defense capability", which determined that a priority national interest of Ukraine in the sphere of foreign policy activity in 2014 and subsequent years is the further development of strategic partnership relations between Ukraine and the USA, the EU and NATO. 23 Dec 2014 the Verkhovna Rada of Ukraine adopted the decision on the refusal of Ukraine from non-aligned status, which proved to be ineffective in the context of state security from external aggression and pressure. Submitted by the President of Ukraine the draft (reg. No. 1014-3 – was developed by the Ministry of foreign Affairs of Ukraine) was supported by a constitutional majority of people's deputies of Ukraine (303 votes in favour). Accordingly, the amendments to article 6, 8 of the Law "On fundamentals of national security of Ukraine" and article 11 of the Law of Ukraine "About fundamentals of domestic and foreign policy" that restored the course to Euro-Atlantic integration, and the main directions of the state policy on national security issues and basic principles of the foreign policy of Ukraine stipulates the deepening of cooperation with the North Atlantic Treaty Organization with the aim of achieving the criteria necessary for acquiring membership in this organization. In the context of development of Ukraine's relations with NATO at the highest level, decisions on the refusal of Ukraine from non-aligned policy implementation; definition of the new Strategy of national security of Ukraine (approved by decree of the President of Ukraine from may 5, 2015 No. 287/2015); conduct a comprehensive inspection of the security sector and defense of Ukraine; improvement of the system of coordination of Ukraine's cooperation with NATO; increased efficiency in the preparation and implementation of annual national programmes; the achievement of Ukraine the maximum level of compatibility and common features with NATO; the introduction of NATO standards in the military sphere. Relations between Ukraine and NATO have two main dimensions: political dialogue and practical cooperation. The political dialogue of Ukraine with the Alliance is provided through bilateral contacts at all levels, including inter-parliamentary dimension. A leading role in deepening this dialogue is played by the Commission Ukraine-NATO (KUN), created in 1997 on the implementation of the provisions of the Charter on a distinctive partnership. System key document for the development of cooperation with NATO and an important tool for the implementation of reforms in Ukraine with the support of the Alliance, there is an Annual national program of cooperation Ukraine-NATO (ANP), which is being developed since 2009. CHP-2015 approved by the decree of the President of Ukraine ¹ 238/2015 of April 23, 2015. RNP-2016 approved by the decree of the President of Ukraine ¹ 45/2016 of February 12, 2016. In the Ukrainian society increases public support of the policy of Ukraine's membership in NATO. According to various sources is 40-50%. The foreign Ministry is working to make full use of open for Ukraine's rapprochement with NATO. This signed framework agreements and work continues on implementing relevant agreements in the framework of Trust funds to support defence capacity of Ukraine, in particular, there are six such funds: The NATO trust Fund on cyber security; The NATO trust Fund for reforming systems of logistics and standardization of the armed forces of Ukraine; The NATO trust Fund for the physical rehabilitation (prosthetics) servicemen wounded in the ATO; The NATO trust Fund for the modernization of the control system and communication; The NATO trust Fund for retraining and social adaptation. The NATO trust Fund for the development of national mine action and counter-improvised explosive devices. In addition, earned first in the framework of the Commission Ukraine-NATO Trust Fund with the reburial of radioactive waste. Together it is about 6 million euros. Another 10 million euros can expect the Ukrainian scientists for 2014-2017 years in the framework of the NATO Program "Science for peace and security." Prepared for signing the agreement between the Government of Ukraine and the North Atlantic Treaty Organization on the status of the NATO Mission in Ukraine. Such an institution, the Alliance will for the first time and it is in Ukraine. Also for the first time in Ukraine in September 2015 at the Yavoriv training ground were held command and staff exercises in emergency response "Ukraine-2015", which was opened by the President of Ukraine and NATO Secretary General. NATO and its member States continues to receive logistical, Advisory, and training assistance to the Ukrainian sector of security and defense. To develop practical cooperation under the auspices KUN established five joint working group Ukraine-NATO (AWG): on defence reform (JWG BP); the military-technical cooperation (SRGO); economic security; planning for emergencies of a civil nature (AWG NTC); cooperation for science and environment (AWG GCD). In 2014-2016 in Ukraine were sent to advisers in the field of defence to the NATO liaison Office in Ukraine in order advice in the preparation of the new Strategy of national security of Ukraine; to conduct a comprehensive inspection of the security sector and defense of Ukraine; Ukraine to achieve the maximum level of compatibility and common features with NATO; the introduction of NATO standards in the military sphere (in accordance with the Coalition agreement, the reform of the APU provides a gradual transition (up to 2019 ) to the NATO standards (STANAG)). Ukraine takes part in NATO operations in Afghanistan and Kosovo. For Ukraine the strategic partnership with NATO is an integral part of the European integration course as a complement to the process of domestic transformations in the context of implementation of the Association Agreement between Ukraine, on the one hand, and the European Union, the European atomic energy Community and their member States, on the other hand, ratified by Law of Ukraine of 16 September 2014 ¹ 1678-VII, the implementation of the sustainable development Strategy "Ukraine – 2020", approved by the decree of the President of Ukraine of January 12, 2015 No. 5 and the execution of the activity Program of the Cabinet of Ministers of Ukraine, approved by the resolution of Cabinet of Ministers of Ukraine of 9 December 2014 No. 695 and approved by the Resolution of the Verkhovna Rada of Ukraine of December 11, 2014 # 26-VIII, an important reform of the defence and security sectors, military-industrial complex and the Armed Forces.
