The announcement that KP “Chernivtsivodokanal” to carry out changes in the existing tariffs for the centralized water supply and drainage system
To the order of the Ministry of regional development, construction and housing and communal services of Ukraine of 30.07.2012 ¹390 “On approval of the Procedure for communicating to consumers information about the list of housing and communal services, the structure of prices/tariffs, changing prices/tariffs with justification of its necessity and the appropriate position of territorial communities”, CP “Chernivtsivodokanal” informs about the intention to change rates for services. Rationale the reasons for the tariff change The existing tariffs approved by the resolution of the National Commission, carrying out state regulation in spheres of power and utilities, from 22.03.2017, No. 310: a) for centralized water supply: – consumers, which are economic entities in the sphere of centralized water and wastewater – UAH 2,78. 1 cu. m (without VAT); – consumers who are not business entities in the sphere of centralized water supply and sanitation, is 7.28 UAH. 1 cu. m (without VAT); b) centralized wastewater and 3.78 UAH. 1 cu. m (without VAT). Since the establishment of the tariffs has seen an increase in energy prices (electricity, natural gas, petrol, oil and lubricants) and other logistical resources, which led to an increase in actual cost of service compared to included in the current rates KP “Chernivtsivodokanal”. The actual level of compensation of economically justified costs existing tariffs for the first half of 2017 were: – centralized water supply is 65.5 %; – centralized wastewater – 87,2 %. The average cost of electricity used by KP "Chernivtsivodokanal" compared to the 2016 rose 0,1841 UAH. (with VAT), or by 10.84%: 2016 – 1,6977 UAH. (with VAT) for the 1st half of 2017 – 1,8818 UAH. (with VAT). Materials (including reagents), services, the subsistence minimum for able-bodied persons, amortization – rose: * poluka – 14,8% (price provided for in the existing tariff – 7 550 UAH. per 1 ton, as of 30.06.2017 8 668,56 UAH. per 1 ton); * chlorine in cylinders – 43.8% (price provided for in the existing tariff – 13 014 UAH. for 1 ton, as at 30.06.2017 year – 18 710 UAH. per 1 ton); * natural gas is 13.6% (the price provided for in the existing tariff – 7 of 138.7 UAH. for 1 thousand m?; as 30.06.2017 8 107,7 UAH. for 1 thousand m?); * heating – 9,4% (the price provided for in the existing tariff of 1 UAH 265,47. per 1 Gcal; as 30.06.2017 year – 1384,67 UAH. per 1 Gcal); – security – 18,6%; – salary of 5.99%, in accordance with the contributions ERUs (the subsistence minimum for able-bodied persons from 01 December 2017 in accordance with the Law of Ukraine "On Budget of Ukraine for 2017" – 1762 UAH. provided the subsistence minimum for able-bodied persons in the current tariffs – 1662,5 UAH.); – depreciation and 27.9% (the amount provided for in the existing tariff 6 939,0 thousand UAH. design for 2018 – 8 876,1 thousand UAH. in connection with the adoption on the balance sheet of new fixed assets). As a result of higher prices for energy and other material resources without a concurrent increase of tariffs for centralized water supply and drainage KP “Chernivtsivodokanal” reported net losses for the first half of 2017 in the amount of 15.46 million UAH. The purpose of the tariff changes is to bring them to the economically justified level. According to the Resolution NKREKP from 24.03.2016, No. 364 "On approval of Procedure for setting tariffs for centralized water supply and drainage system" from 19.04.2016 g. ¹ 302 "On approval of Procedure of formation of tariffs for centralized water supply and drainage" KP "Chernivtsivodokanal" the calculation of tariffs for centralized water supply and drainage system for the planning period (draft) for 2018. The structure of the planned tariffs for 2018 for the centralized water supply, drainage system attached (Annex 1). Thus, the project rate: – for centralized water supply weighted average (without VAT ) – 8, 05 UAH./m?, including: – for the subjects of 3.16 UAH./m?, not the subjects – of 8.13 UAH./m? (current weighted average rate of 7.21 UAH./m?, including subjects of 2.78 UAH./m?, not the subjects – of 7.28 UAH./m?, the weighted average 0.84 UAH.m?, or 11.7%, including: for economic entities in the sphere CVV 0.38 UAH./m?, or 13.6%; not the subjects of 0.85 UAH./m?, or 11.7%.); – centralized wastewater: The total cost of services for sanitation together is 4,4130 UAH.m?.
