Stepan Barna: the United territorial community is not only a question of additional opportunities but also additional responsibilities

the State for three years, has invested over 400 mln. just for the infrastructure development of the United territorial communities in Ternopil region. And at the same time it must retain instruments of control over the implementation of delegated authority. This is the approach the Chairman of the Ternopil regional state administration Stepan Barna. At the disposal of the communities, considerable financial resources: 100% of deductions from payment of tax on land, 60% of personal income tax, 100% of the excise duty and the like. These are the sources which provide funding and content of territorial communities, because they remain in local budgets. Stepan Barna recalled that in 2014, the own incomes of budgets of different levels of the region amounted to 900 mln. in 2015 – 1 billion 500 million UAH. By the end of 2017 – almost 3 billion UAH. This year it is planned to obtain about 4 billion UAH. "This is a unique resource that allows you to ensure payment of wages to workers of education and medicine, to build roads and not only agricultural, but also municipal, to solve the issue of cultural houses and the like. However, there is a problem with improper use of the resources, as more than 800 million UAH. Deposit accounts in banks and not invested in the development and improvement of the social infrastructure of communities", – noted the Chairman of regional state administration. He also stressed that the President of Ukraine and the Cabinet of Ministers of Ukraine made a decisive step and gave the land outside the boundaries of settlements at the disposal of the unified territorial communities. In the context of Ternopil region – more than 40 thousand hectares of land, which give the opportunity to receive additional revenues to local budgets. That is why it is important that this land was the incentive for on-site communities created production facilities, industrial parks created cooperatives, which in turn would allow to obtain additional revenues to local budgets. "People should not ask the head of regional administration Stepan Barna, not the Prime Minister of Ukraine Volodymyr Grauman, not the President of Ukraine Petro Poroshenko, where their money and come to the village to ask the Chairman of the village Council or to the city and ask the mayor where the resources was received by the community and where they went. And only after that will be the result, and the funds will be directed not to award the employees of the local government, and to invest in specific case", – stressed the head of the Ternopil region.
