Surveyors vinnichina updated normative monetary evaluation of land in 64 localities
In the Vinnitsa region, there are 1 504 settlements with a total area of 380,3 thousand hectares. On-site 100% of settlements conducted primary normative monetary evaluation of land. In 2015 the surveyors updated the normative monetary valuation of land (NIRS) in 64 settlements (47 settlements according to the plan-schedule 17 – schedule). The legislation provides that the NIRS plots of land located in borders of settlements is carried out not less frequently than every 5-7 years. 2016 land service of Vinnytsia planned to undertake a re-evaluation of the 38 settlements, the effect of the NIRS land which will expire in the near future. When re-approval of the regulatory monetary value increases rent for the land. As a consequence, rents, the majority of land-related payments and receipts in local budgets grow. Normative monetary evaluation of land plots is used to determine the amount of land tax, state fee in case of exchange, inheritance and donation of land according to the law, the rent for land plots of state and communal ownership, losses of agricultural and forestry production, value of land plots with an area of over 50 hectares to accommodate outdoor sports and recreation facilities, as well as in developing indicators and mechanisms of economic incentives of rational use and protection of land.
