The Director of the Department of social and youth policy of the regional state administration Natalya Zabolotnaya and head of the Department of social services and integration of persons with disability Maya Komarchuk familiarized the journalists with the basic aspects of social support for people with disabilities and informed about changes in legislation pertaining to rehabilitation of persons with disabilities, in particular, - special vehicles (cars) and their transfer to private property. "All the cars that support persons with disabilities through the bodies of social protection of the population are state property and are only available for use,- said Natalia Zabolotna.- Changes in the law significantly expanded the rights of persons with disabilities and members of their families regarding the receipt of these vehicles in private property". According to officials, in 2015, numerous changes in the legislation, in particular art. 11-1 of the law of Ukraine "On humanitarian assistance", article 38 of the Law of Ukraine "On bases of social protected of invalids in Ukraine" and p. 16 and 41 of the order of provision of invalids with cars, approved by resolution of CMU dated 19.07.2006, No. 999, according to which the car was operated by a disabled person for more than 10 years may be transferred to it the property. Humanitarian vehicles are transferred to property by decision of the Ministry of social policy, the state - by the decision of the Department of social and youth policy of the regional state administration. As the decision of the Ministry car, recognized as humanitarian aid, after the death of the disabled person may be transferred to a family member of the deceased or the heir for free. The deadline for submission of documents after the death of the disabled person regarding the renewal of the humanitarian car per family member, for a period not limited. Maya Komarchuk reported that as of already 200 packages of documents from the Vinnytsia region sent to the Ministry for rendering a decision on the transfer of vehicles in private property. She also noted that there are immutable rules of law regarding the renewal of the property of the family member after the death of the disabled car, purchased for budget funds that had been in operation less than 10 years. The legislation provides for a six-month period during which the right has a family member who was registered disabled at the time of death of the last at the same address, to pay the residual value of the car and get it into the property. Also 13.01.2016 year changes in the Order of interaction of Central and local Executive bodies and National Bank concerning the implementation of the Law of Ukraine "On humanitarian assistance", approved by resolution of CMU dated 25.03.2013 g No. 241 under which regional state administrations given the authority for the recognition of humanitarian aid vehicles which arrive from abroad for invalids consisting on the queue in the bodies of social protection of the population and cargoes weighing up to 3 ton. By order of the Chairman of regional state administration from 22.04.2016, No. 265 created the working group, which begins its work. For reference: For renewal in the property of the vehicle in use of a disabled person is more than 10 years of age are required through the district, the city Department of labour and social protection of the population to submit the following documents to the Department of social and youth policy of the regional state administration: 1.A statement from the disabled person. 2. Copy of passport, identification code of the disabled. 3. A copy of the registration certificate of the car. 4. A copy of the certificate of the MSE on the disability group. 5. Cover letter of district ( city) management . All documents must be notarized in the district, the city Department of labour and social protection of the population. Documents on humanitarian vehicles are submitted in two copies. For renewal of a humanitarian vehicle in the property to a family member of the deceased disabled person must through the district, the city Department of labour and social protection of the population to submit the following documents to the Department of social and youth policy of the regional state administration: 1.A statement from a family member. 2. Copy of passport, identification code of the family member. 3. A copy of the registration certificate of the car. 4. A copy of the death certificate of the disabled person. 5. Certificate of cohabitation of a family member at the same address with a disability at the time of death of the disabled person. 6. Confirmation of family ties (copies of birth certificates, etc.) 7. In case there are other heirs who are entitled to receive inheritance from a deceased disabled person must provide the disclaimer in favor of the family member receiving the vehicle. 8. A cover letter from the district office . All documents should be submitted in two copies and shall be certified to the district, the city Department of labor.
