the Department of civil protection of the regional state administration began a four-day command-staff exercises with the management bodies and forces of civil protection of territorial subsystem unified state system of civil protection in Vinnytsia region. Working groups of the Commission on liquidation of emergency situation of natural character, worked out ways of cooperation in the event of a disaster: communication methods, information sharing and implementation measures on transfer of territorial subsystem unified state system of civil protection in Vinnytsia region(DSCS) in the operating mode of increased readiness . The purpose of the event – check the readiness for action of the regional (district) mobile groups of rapid response to emergencies. From the leadership of the headquarters for emergency situations working groups with educational purpose received information about the approaching cyclone, which formed over Poland moved in a South-easterly direction to the Central part of Ukraine with a speed of 35-40 m/s through the regions of Volyn, Rivne, Khmelnytskiy region. According to the forecast, July 5, the cyclone will reach the Vinnytsia region, which will lead to complication of weather conditions". Therefore, staff members immediately began to organize rescue and other urgent works on liquidation of consequences of the educational emergency, including the preparation of orders of regional state administration "On the transfer of regional territorial subsystems unified state civil defense system to high alert mode". The main points are: 1. Translate territorial subsystem unified state system of civil protection, its management bodies and forces in high alert. 2. To expand the work of the commissions on issues of technogenic-ecological safety and emergency situations in emergency mode, allow the operational groups ready for departure in emergency situations, to organize continuous monitoring of technogenic-ecological situation in the region. 3. To carry out preventive measures aimed at reducing losses and damage from emergency situations and enhance resilience of high-risk, potentially dangerous objects, objects of state ownership, strategic importance to the state, and the like. 4. To provide informing of the population through the media timely and reliable information about the situation and the procedure safe behavior in these conditions. 5. Information about the situation to provide in accordance with the requirements of the order of the Chairman of regional state administration of 19 October 2004 On the organisation of information interaction in the framework of the regional subsystem of the unified system of civil protection of population and territories in emergency situations of technogenic and natural character, their elimination and minimization of consequences."
