Chernivtsi: NKREKP: the establishment of tariffs for housing and communal services lower than the economically justified costs for their production is not allowed
the national Commission, carrying out state regulation in the energy and utilities (NKREKP), in response to the circulation of the Chernivtsi city Council regarding the reduction of tariffs for gas, district heating and water supply, announced that according to the legislation of Ukraine the tariffs for communal services of subjects of natural monopolies and business entities in related markets should ensure the reimbursement of all economically reasonable planned costs of their production taking into account planned profits. Therefore, the establishment of tariffs for housing and communal services lower than the economically justified costs for their production are not allowed NKREKP notes that the level of tariffs for heat energy depends on the price of natural gas. Thus, the share of fuel costs in the cost of thermal energy for needs of the population in current from 1 July TS.g. rates of nearly 84%, the cost of paying labor charges – 7%, electricity costs of 5%, the remaining costs the cost of sales was only 4%. It is noted that the tariffs for centralized water supply and drainage system, in turn, directly depend on electricity tariffs and prices for material and technical resources, the level of the minimum wage and taxes. Considering that the cost of these components increases progressively independent from the enterprises of water supply and sanitation reasons, all consumers on tariffs that do not cover the actual costs of enterprises , leading primarily to the limited funds of enterprises for the implementation of payments for the consumed energy, payment of salaries, purchase of chemicals, payment of taxes and obligatory payments to the budget. As a consequence, the worsening financial state of enterprises, which leads to shutdown of enterprises from the power supply, reducing the quality of services and lack of water, increase of accident rate on water supply and sanitation. Thus, the reduction of tariffs for centralized water supply and drainage system to an economically reasonable level is an objective and necessary event for the proper functioning of enterprises, which provide consumers with drinking water. NKREKP believes that local governments can affect the size of tariffs for Central heating and water system only in the limits of their authority, coordinating investment programs of enterprises-producers of these services, their plans, diagrams of thermal networks and other requirements to the quality of these services.
