First of all, this was done in order to support people in the transition period of Ukrainian economy. According to Vladimir Kistion this decision does not affect the growth of the debt heat utility companies to "Naftogaz". The government has taken care of balancing the difference between the payment services consumers and utility companies charge for natural gas, and that "Naftogaz" is not exhibited CTV no fines. In particular, at the meeting of the Cabinet of Ministers on Wednesday, October 26, a number of changes in government regulations governing the calculations of heat utility companies with NAK "Naftogaz of Ukraine" in the framework decision on the so-called "deferred payment" of utility bills. "On the basis of received from citizens of statements of grant of the ability to pay for heat in equal installments during the year, the heat communal enterprises to the 15th to provide "Naftogaz" and NKREKP help on the monthly required payment for natural gas. The certificate will indicate the amount of funds that must be paid to the supplier of natural gas during the summer period, in payment for natural gas consumed in each month of the heating period. "Naftogaz" is obliged to consider this information in determining the timing of the final payments for the consumed natural gas", - stressed the official. Thus, it is settled both questions: about the possibility of "down payment" of utility bills directly to citizens, and that the relationship between CTV and "Naftogaz". "Regarding running in the information space of the myth that "the edge service will eliminate travel abroad to persons having debts or installments for utilities" is another, invented by populist nonsense", - said Vice Prime Minister of Ukraine Volodymyr Kistion. The consumer becomes a debtor after the registration of the so-called "installment" because his obligation to pay 50% of the cost of services transferred to the next period. And even if the citizen has incomplete payment of utility bills, it is not prohibited to travel on the territory of our state and to travel abroad. It is not provided by any normative legal acts. Moreover, to limit the travel abroad, should be the appropriate legal basis. And even if the debt could become an obstacle to travel abroad, the debt must be officially recognized. This is possible only by court order. And not on the basis of the statement on "installments".
