Chernivtsi: the Provision of housing subsidies continues to
As 01.12.2016 G. state program providing housing subsidies to the population have used almost 40 thousand households in the city, including for the first time this year addressed more than 12 thousand citizens. Tracked the growth trend of citizens on granting housing subsidies with the beginning of the heating season, because the cost of tariffs for utilities in recent years significantly increased, especially on service on the centralized heating for the inhabitants of houses where there are no houses and apartment metering of heat energy. According to the Decree of the Cabinet of Ministers of Ukraine from 30.10.2015, No. 1037 "On the introduction of cost allocation of district heating depending on the outside temperature" the fee for service for Central heating for this category of citizens will depend on ambient air temperature, i.e. the warmer the month, the less a service charge for heating, as well as the length of the heating season. Given the foregoing, the fee for service for Central heating in October of the current year increased significantly, in particular when the rate of 27.45 UAH. for 1 sq. m. payment made 33,05 UAH. per sq.m. This situation led to mass references of citizens in regional management of social protection of population of the Department of labour and social protection of population of the city Council regarding inconsistency of fees for service of heating, specified in the payment instructions Inc "Chernivtsiteplokomunenerho" with the data specified in the notification for the appointment (renewal) of the housing subsidy. Since, according to the "Rules of provision of services on centralized heating, supply of hot and cold water and drainage system", approved by the resolution of the Cabinet of Ministers of Ukraine dated July 21, 2005. The government has made great efforts to simplify receiving housing subsidies. The main criterion for determining the right to receive this social support remains the income of registered persons in the living room. Not assigned housing subsidy only in 2 cases, namely : • implementation of any of was in a residential area of persons during the 12 months before applying for a subsidy for the purchase or payment of services, except for housing and utilities within social norm of habitation and social standards for use of housing and communal services, and medical services related to the software of life, in an amount which at the date of purchase (payment) is more than 50 thousandUAH.. • use of privileges on payment for housing and communal services. According to the Decree of the Cabinet of Ministers of Ukraine from 27.04.2016, ¹319 "On amendments to some resolutions of the Cabinet of Ministers of Ukraine" to persons who enjoy privileges on payment for housing and communal services subsidy is not granted. If you are currently a citizen does not exercise the right to object the appointment of a grant, in the case of filing an application and Declaration of income and expenditure was in the living room for two months from start of the heating season, the grant will be assigned from the beginning of the heating season.
