According to the who, cardiovascular diseases provoke in the world, more than half of all deaths and one third of the causes of disability and each year claim to 17.5 million lives. An important measure in preventing development and reducing complications and mortality from cardiovascular and cerebrovascular diseases is their timely diagnosis and effective treatment, improves quality, increases life expectancy and involves long-term, and in some cases in life-long administration of drugs. According to the Deputy Minister of health Roman Iluka, more than 90% of Ukrainians are buying medicines for their own money, and a large part of the population for economic reasons can not buy the medicine that just do not have enough money on it. Based on this, we see the solution to this problem as it is done in all civilized countries. The state should guarantee a certain volume of drugs that people receive for free. With this aim, a resolution of the Cabinet of Ministers of Ukraine of 9 November 2016 ¹ 863 "On the introduction of reimbursement of medicines", which States that from 1 April 2017 introduces the reimbursement of medicines during outpatient treatment of persons suffering from cardiovascular disease. Prescriptions for medicines are written according to the place of rendering of medical aid to persons suffering from cardiovascular diseases, on prescription blanks of form ¹ 1 indicating the international nonproprietary names of drugs, dosages and form of administration.
