That for some reason, in Your opinion, failed? — In fact, the year 2016 has been difficult but quite successful. Difficult, given what we knew, what we were faced with challenges. First of all, the difficult socio-political situation, and she equally influenced the adoption of many decisions. Constantly present element of political tension that creates the nervousness of the situation. It is a real fact. But, however, if you look at the real statistics, we can attest that it was one of the most successful years for the Vinnytsia region in the recent history of the Ukrainian state over the last 25 years. So, Vinnitsa region has excellent performance in the whole sectors of the economy. Farmers, due to favorable natural conditions, new investment and modern technologies, competitiveness in the sphere of agrarian business, have a historical record of the harvest of 5.7 million tons of grain. But, very importantly, due to the fact that the Government managed to split artificially created by a cartel agreement or monopoly of education which had been in previous years, when during harvest, falling prices for agricultural products this year, due to the fact that earned competitive mechanisms, we have not only a successful shaft of grain and the positive dynamics of the prices for the products of the field, this had a positive impact on the formation of the economic component in the area of agribusiness. This had a positive impact on the growth more than twice the revenues of local budgets in rural areas. This was a positive factor for payments for land and property shares of peasants, the people were almost 1.7 times more dividends than in previous years. The results of the year add optimism in the fact that have the best performance in the state in gross production of milk, and thanks to the project HSP "MHP" for the first time ranked first in the production of meat. We were able to increase revenues to local budgets. For if we analyze this trend in month-on-month measure, the revenues are twice last year's. Development budgets in the past year due to fiscal decentralization amount to 2 billion hryvnia. This, we should stop to think 10 times more than it was in 2014! Please note that all of this against the backdrop of a very difficult situation in the East of Ukraine. By the way, Vinnitsa region makes a significant contribution to the country's defense, strengthening of borders and military units stationed on our territory. Thanks to the actions of the new Government, this year we were able to resume reconstruction of roads. Frankly, we weren't expecting that, so when I received a financial resource, was not ready for this road, projects were developed and estimates, but we were able to quickly establish a mechanism that performed the work and have very ambitious plans for 2017: currently working ten project teams and the highways Agency protected program is to attract 1.5 billion USD. Predict that a movement in this direction for two to three years will dramatically change in the quality of state roads in the region. Believe that the current positive economic indicators — actual Foundation for the next step. We support the Government's actions to these quantitative indicators, these principles, which we felt in 2016, given the opportunity to really improve the income level of our citizens in the 2017th. This is done by certain forces with a single goal: to provoke a late payment of people's wages, pensions, monetary allowances for the military, etcD. And it seems odd when it continues hacking and some representative of the opposition political forces accused of delay in such payments. Who then are the opposition are working, who they accompany? Interference in the work of these state organs, is designed to evoke discontent among people. And the play up to certain political forces. Yet in the next year optimistic. — What credit rating performance is currently determined by the development of local territories and given that, what is the position now our Pogrebischenske district on the background of the region? — The generalized rating of the development of areas now no, but I am happy to say that by the end of the agrarian year Pogrebischenske district is one of the best in the Vinnitsa region. And it was noted at a recent meeting of the Board of the regional state administration. Like other areas Pogrebischenske has its own specific character, issues and opportunities for development. However, the district has work to do in the sphere of stimulation of attraction of investments into its territory, particularly in the industrial sector, efforts should be made to create new jobs. And they can successfully decide when to perform a range of professionals which works for you. — So, industry is virtually nonexistent on the map of our district. "Dropped" as they say out of this cage, when not the last in the area of Creamery, sugar factory... — If you speak about dairy, I will tell you frankly that when a serious investor looking for a platform where to place the production of butter and dairy produce in Illintsi or in Pogrebische, in Pogrebische just didn't let. All were happy that there is a good dairy, and it's on those days, perhaps, in some points still meet certain requirements, and subsequently, the company ceased to exist due to the fact that in production no one was invested and not invested. The basic problem of the district is to ensure that the region has for long time lacked a comprehensive system of motivation of just creating new jobs in industries. Although for a long time in the field was such a struggle of opinion between the vestiges of the command-administrative system, which was "don't let go," and new approaches from the point of view of stimulation of search of the investor. And unfortunately, in Pogrebischenske area was dominated by this line "don't let go", and most likely, you reap the results of systematic omissions. And this despite the fact that the district has a very advantageous location from the point of view of transport between the regional center and the capital of the country, the area has a developed infrastructure, etc h energy, highly skilled workforce, district intelligent in nature. On the other hand, no one is coming neither from region nor from the capital and will stimulate the development of industrial production. And in my opinion, it is not always necessary to cling to what was. Take a look at the economy of Vinnytsia region: 90 per cent of its capacity is formed not by those enterprises which were once, as brand new or those who new owners, have undergone a fundamental modernization of production. For example, many generations of famous Vinnytsia oil and fat plant processed in Soviet times, 400 tons of seeds per day, now its capacity reaches 3000 tons. In another dimension is 3 percent of the global sunflower! The challenge before us is to create a similar point in other places of the region, including in the North-East side, so, again, Pogrebischenske district has work to do. — The decentralization process: conducted many seminars, published a different kind of explanatory manuals, there is a positive hope, but there are issues. I wonder if that voluntary consolidation of communities may be delayed in the time interval and the Parliament in a plenary session just to pass a law on the new territorial-administrative structure of the state according to the perspective plan of the Cabinet? — In fact, done much towards the dissemination of information on decentralization, voluntary Association of communities, but not everyone understands. Recently I was at the Bar, where a community comes together. When told about the benefits of voluntary Association of communities, I approached the woman and said: do not dispose of our Kopaigorodsky a local hospital. She was surprised at my response and I just said, the solution is very simple — you need to make a United local community. It seems the psychology of most people is that we need to find someone to go popservice, to block the road in case of liquidation or closing of a particular object. And the solution lies in the fact that the community voluntarily came together gave her the funding, in this case, the subvention to the institutions of health care, which now visits the area, and would be in a United community, and the community themselves would choose if she needed a hospital institution and in what form. Decentralization is a complex process. This is an absolute change in the worldview and system of organization of power at the district level. This is fundamentally untrue. And does not correspond to the challenges that society faces. Just decentralization change it. The district administration will not tell the farmer what to sow and when to plow, and will control, say, in the agricultural sector, efficient use of land, to provide administrative services. My task as the Chairman of regional state administration — to create a critical mass of good practices in the consolidated territorial communities. Because if hypothetically to present a United community, where the community of the newly formed administrative-territorial structures responsible for the school, kindergartens, she decides on medical institutions, it is a subsidy for roads, manages the lands around settlements and near — classic as of yesterday, the community or village where there is a Chairman, accountant, Secretary, land surveyor, who can't even hold tenders, because they don't know how to do it, it is against this background of positive people very quickly ask: Hey Peter, why are you sitting there? What do you do, why neighbouring villages developed, and we have, as a quiet factory? I'm not an idealist, I'm just looking at the situation and look to the future. I think two or three years we will achieve a lot of positive, and it will attract other communities. And it will be a serious impetus for further movement. The Association of communities is an evolutionary process, but it is clear who will be beyond, at some stage in the Verkhovna Rada do those who remain on the sidelines, to join successful communities. Therefore it is not necessary to sit and to move. By the way, in Pogrebischenske district not created any of the United territorial community. This indicates passivity. — In the suburban village Gorchitza and a half decades worth of unfinished school room. The Ministry went to the formation of the so-called basic schools and now this process continues, as You mentioned in Pogrebische. And the reason is not only the computers, interactive whiteboards in schools, but also professionally trained teachers. — Valeriy Viktorovich, how do You feel about the process of privatization of the publications, the founders of which are the Executive structures of state power and bodies of local self-government? It does not create therefore a threat to information security? — I can tell You that we have a lot of solutions of this ill-conceived plan was adopted. Decisions are made, and then scratching his head: what did we do? Against Ukraine, without any doubt, there is an information war, which is often used dirty technology of the so-called free press, which in pursuit of sensationalism, lies, and often the order of the owners stopped at nothing. in today's information technology every published word is a serious weapon. There are many, as we call them, pocket media, which are controlled by oligarchs or political forces, which is far from objective information because they driblet payment for their activities. I'm quite wary of privatization. But the process is, and we do everything to ensure that local budgets have greatly helped the teams through the transition period. My prediction: sooner or later the community will come again to the idea of recovery utilities editions to work with people and provide them with social information. — Valery Viktorovich, a few words about yourself: what do you value the most in people, or were the idols of your life? Most of all appreciate in people honesty. Because this is the key to moving forward. I often say that we should put first the professionalism. Yes, this is an important factor. But, in my opinion, if you put on a given task a person's professional, but not honest, then, believe that professionalism then grows a lot of trouble for business and for people. When we think of idols, I'm not the person who believes some idol or sees someone for the Messiah, I would prefer this definition, as the authority of the people whom I respect. In modern Ukrainian reality would remember, first of all, major Archbishop Lubomyr Husar, Bishop of the Ukrainian Greek-Catholic Church, though attributed their preferences to another Church. But this, I believe, a moral authority to which we should listen. I'm shocked by his research: it turns out, all that is invented by mankind in terms of information over the past two years, is more than the entire span of human development. — Where do you draw strength and inspiration, as the head drains? — You know, to complain no matter what will not just say: really easy, but when I caught myself thinking that I am driven by great desire in this difficult time for the country, for people to give a part of themselves, of their knowledge in order to move forward. And these people are now in government and in society a lot.
