In the city Council working to improve the beautification and environmental safety of Chernihiv
Yesterday Chernihiv city Council held a workshop on the issues of improvement of ecological safety of the city. The participants were mayor Vladislav Atroshenko, his deputies Sergey Fesenko and Alexander Atroshchenko, deputies and heads of structural subdivisions of city Council, representatives of state Executive service and law enforcement agencies. In the beginning of the meeting the mayor noted that there are a number of issues that require clear cooperation in the framework of current legislation local authorities with the state Executive service and law enforcement agencies on violations of the improvement in Chernigov. In particular, the issues of illegal trade, illegally installed Kiosks and garages. As noted by the Chairman of the Desna district in the city of Chernigov Council Vladimir Greek, for 2016 by the administrative Commission at Executive Committee of this district Council considers 788 violations in 13 articles, which imposed a total penalty amount 149 149 UAH. While recovered as voluntary and compulsory, only 49 997 UAH. In particular, most of the recorded violations, the total amount is 620, and the amount of the fine 069 130 UAH, among the rules of improvement of territories of cities and other settlements (article No. 152 of the Cao). In this article, is collected on a voluntary basis – 31 773 UAH, in a forced – 8 670 UAH. In addition, in 2016 it is actually executed 18 decisions (10 982 UAH), on the performance of 182 decree (135 UAH 898), without – 53 of the regulations (32 198 UAH). Just sent to the GIS 253 resolution in the amount of 179 078 UAH. Vladimir Greek also reported that the percentage of recoveries for violation of the rules in favor of the Administrative commissions under the Executive committees of district in city councils remains low, so there is a need to improve the collection efficiency. He noted that it is necessary to check the remains of the enforcement proceedings, under execution in the departments of the Executive service. In addition, it is important to take timely measures of enforcement, seizure of property and assets of the debtor, to direct in accordance with legislation requests to the authorities and institutions with the aim of identifying the assets and income of the debtor that can be levied. The meeting also addressed the issues regarding the removal and disposal of liquid waste. Head of the structural unit "Environmental inspection" of the municipal enterprise "ATP – 2528" of the city Council Sergey Strinadko stressed the need to amend the rules of improvement of Chernigov and make the order of removal and disposal of liquid wastes, which are not connected to the Sewerage network of the city. He also noted that the transport of liquid waste to the place of their discharge have the right to carry out only those business entities (carriers) that contracts with the utility, which is the owner of storm the station. In addition, one of the main conditions of the agreement is the establishment on asensation the car carrier of the GPS module and maintain it in working condition round the clock. GPS monitoring will help to identify offenders who discharge wastes in undesignated places (into storm drains, common areas of the city, near the reservoir). And this, in turn, will give the chance to involve them in administrative and contractual liability, and to recover from the violator the means for causing the harm to the environment of our city. In Chernihiv, there are regular raids to identify such violators. Chernihiv city Chairman, in his concluding remarks, said that the results of this meeting during the week will define the key organizational and concerted actions for improving the effectiveness of ways and methods of work in debt recovery from offenders and improvement of ecological state of the city.
