You have selected the correct direction and the Saee continues to improve legislation to encourage the production of electricity from clean sources. This was announced by the Chairman of the Agency Serhiy Savchuk, speaking on 23 January at the NEC "Ukrenergo" at the meeting, devoted to problems and prospects of "green" electricity in Ukraine. "We have identified the key problems in this market and are working to resolve them. One of them is the "reservation" of capacity and delays in the process of construction of renewable energy facilities" - said the Chairman of the Agency. As explained in Sec. Savchuk, the fact that the technical conditions are issued by developers of projects on a permanent basis. The result of this situation: the maximum capacity of renewable electricity, which can work in the United energy system, is 5.2 GW. It is now issued with 4.4 GW of technical conditions for connection of renewable energy, of which only 37% was commissioned in 2013-2015. "To solve this problem, the Saee drafted the bill regarding the limitation of the period of validity of technical conditions for renewable energy facilities. It is proposed to issue the technical conditions for a period of 2 years with possibility of extension up to 5 years. This should encourage companies that received them, to complete the construction of objects in time", - said S. Savchuk. The issuance of technical conditions with a limited validity period is substantially offset by the problem of incomplete construction of objects of renewable energy and "capacity reservation". This would be to attract investment in these projects in Ukraine. In turn, the head of Ukrenergo Vsevolod Kovalchuk also noted the need to address the problems related to the implementation of agreements on connection: "We have signed 9 contracts with investors of wind and solar power plants for a total capacity of over 1600 MW. But only one contract conditions are fully met, 1 the facility is prepared to connect. Other projects slowed in the design phase. Intend to strengthen responsibility for untimely fulfillment of investor commitments on construction projects." In addition to the steps of a legislative nature, the Saee is developing tools that will facilitate the work of producers of "green" electricity. So, the Agency developed a Road map for the development of renewable energy for the period until 2020. Thanks to this card, the investor will receive detailed information about the order of implementing "green" project in Ukraine, the possible points of connection of new generating capacity renewable electricity in distribution networks and their locations. Now the project roadmap published on the official website of Saee for public discussion. To simplify the interaction with producers of "green" energy, Ukrenergo will also introduce a number of initiatives through which the mechanisms for issuing technical specifications will be public and simple. In particular, since January 1 of this year in test mode "single window" for potential investor who intends to establish a new object. Another initiative is the "green calculator", whereby the investor will be able to determine the cost of connection and technical conditions. It is planned to introduce an interactive web map Ukrenergo, which the investor will receive full information on the technical feasibility of connection.
