Application - proposal for placement in 2017, temporarily free funds of the budget of the city of Lutsk on Deposit accounts with banks
the Department of Finance and budget of Lutsk city Council says the possibility of placing of temporarily free budget funds of city on Deposit (Deposit) accounts in banks in the amount of 150 000 000 UAH. According to the requirements of article 16 of the Budget code of Ukraine, decrees of the Cabinet of Ministers of Ukraine dated January 12, 2011 p. N6 "On adoption of the order of placement of temporarily free funds of local budgets on Deposit (Deposit) accounts in banks" (as amended), in accordance with paragraph 15 of the decision of Lutsk city Council from 12.01.2017 No. 17/2 "On the budget of the city for 2017," Department of Finance and budget of Lutsk city Council announces the competition among banks on the placement of temporarily free budget funds of the city on Deposit accounts in 2017. 1. In the competition can participate banks, branches (departments) which are located in the city of Lutsk (hereinafter – the banks), provided that if: - in which the state directly and/or indirectly, owns 75 percent or more of the share capital and/or votes; - to which in the last year, the national Bank has not applied such measures, as restriction, suspension, or termination of execution of certain types of transactions and the assignment of the Bank to the category of distressed or insolvent. 2. The competition is conducted in the presence of at least two proposals of banks, which are taken into consideration. 3. Placement of temporarily available funds of the city budget is in the volumes actually available Fund balances General and special funds of city budget. 4. The bidder should provide the Commission for the tender for placement of temporarily free budget funds of the city on Deposit of the application for participation in the competition, which should contain proposals for: - repayment period at the expense of the city budget; - minimum balance on Deposit account; - terms of interest payment and frequency of payment. 5. Mandatory conditions in the contract of Bank Deposit (Deposit) between the Department of Finance and budget of Lutsk city Council and the Bank are as follows: - possibility of continuous replenishment; - the rights of the depositor for return of Deposit (Deposit) or part thereof upon demand of the depositor according to the need in financing costs; -prohibition of indisputable write-off by Bank cash Deposit (Deposit) accounts; in the case of a non-return or untimely return of funds from the Deposit (Deposit) accounts to the appropriate accounts of the city budget that are open in the bodies of State Treasury service, which was transferred temporarily free funds to be placed on Deposit (Deposit) accounts, the Bank shall be liable to a fine in the amount of 1% of the amount of delay (up to five calendar days) of repayment of deposits or interest on deposits. If the time delay is more than five calendar days, the Bank shall pay a penalty of double NBU discount rate for each day of delay. 6.Temporarily available funds can be placed on Deposit (Deposit) Bank accounts only within the current budget period and must be returned to the budget account from which they were transferred, not later than 10 days before the end of this budget period. 7. In the Deposit agreement with the Bank - the winner of the competition should be considered and other requirements specific to the Order of placing of temporarily free funds of local budgets on Deposit (Deposit) accounts in banks approved by the resolution of the Cabinet of Ministers of Ukraine dated 12.01.2011 p. N 6 (as amended). 8. The contest proposals will be opened on 24 January 2017, at 14-00 hours. at Bogdana Khmelnitskogo street, 19. 10. The competition Commission has the right to make suggestions to the banks regarding the increase of Deposit rate (the Deposit). On the envelope containing the offer must specify: "do Not open before 10: 00 am hour. January 25, 2017." 11. The winner is determined by the Bank, which ceteris paribus has offered the highest interest rate on Deposit (Deposit) for the corresponding period. 12. The competition Commission has the right to appeal to banks that have submitted proposals for clarification and additional information. 13. The use of the information contained in the proposals of banks, shall be subject to the requirements of the legislation. 14. Information relating to the examination, clarification, evaluation and comparison of offers is confidential. 15. The participant has the right to withdraw its application to participate in the contest before the deadline of the competition by notifying, in writing, to the competition Commission. 16.
