Entrepreneurship For the period of the Program of development of small and medium enterprises in the city for 2015-2016 areas of work of the Executive bodies of the city Council was used to provide favourable conditions for conducting business activity, improvement of licensing procedures and of providing administrative services, compliance with legislation in the sphere of regulatory policy, resource and information support of subjects of small and average business, the formation of the modern network of infrastructure and employment. The city operates 2265 enterprises small and medium business, 89 – medium and 2176 – small businesses, accounting for 55.9 per cent of the total number of enterprises in the region. In the structure of enterprises according to their size, the share of small enterprises amounted to 96,1% , medium – 3.9 percent. In addition, the business activities were carried out by 23,5 thousand individuals – entrepreneurs. Per 10 thousand persons of the existing population of the city had 85 small and medium enterprises, including small enterprises – 82, medium – 3. By kinds of economic activities the largest number of enterprises operated in the sectors of wholesale and retail trade, repair of motor vehicles and motorcycles, industry, real estate transactions and construction. According to Chernivtsi United state tax Inspectorate PG DFS in Chernivtsi region, as of 01.01.2017 year, the number of taxpayers – business entities was 32.8 thousand people, of whom 27.0 thousand persons – small and medium-sized businesses. On the simplified system of taxation, for the i-III groups of taxation, worked 13.3 thousand subjects of small and average business. Compared with the figure at the beginning of 2016, the total number of business entities being on a simplified taxation system has increased by 1116 people, or 9.2 percent. During 2016, according to the Department of state registration of legal entities and individuals – entrepreneurs legal Department of the city Council, was 401 legal entity and 1476 individuals – entrepreneurs. In comparison to 2015, the number of registered individuals – entrepreneurs increased by 168 people or 9.8%. However, the number of legal entities decreased by 29 persons or 6.7%. In small and medium enterprises in the city tracked the positive growth of sales. So, small and medium entrepreneurship of sold products, goods and services (at the expense of all economic activities) in 12581,1 mln. including middle – 8027,2 mln. (63,8%), small – 4553,9 mln. (36,2%). The subjects of entrepreneurial activity is provided by filling a profitable part of city budget. According to Chernivtsi United state tax Inspectorate PG DFS in Chernivtsi region, as of 01.01.2017, the volume of revenues to the city budget from entrepreneurial activities is 383460,9 ths. or 39.6% of total revenues. In comparison to figure 2015 income decreased by 42486,2 thousand UAH. or 10.0%. Ensured transparent system of planning and preparing of regulatory acts. In accordance with the approved Plans of the city Council and its Executive Committee on the drafting of regulations for 2016, in 2016, released 13 draft regulatory acts with the analysis of regulatory impact and basic analysis of results action taken 9 regulations. Monitoring of the effectiveness of the impact of regulations on entrepreneurship. The businesses provided a positive assessment of the normative acts of the city Council regarding the establishment of a single tax rate, mode of operation of the institutions trade, services and restaurant facilities, as well as the provision of administrative services in the city. Negative assessment is given a separate normative acts of the city Council regulating the exercise of entrepreneurial activities, in particular concerning the order of placement of external advertizing in the city, the reconstruction of residential and non-residential premises, changing their purpose for the exercise of entrepreneurial, commercial and other activities, the order of calculation of rent for the land plots, installation and dismantle of small architectural forms in the city of Chernivtsi. Implemented measures to improve the activities of the Centre of administrative services in the city (administrative and licensing authorities are 179 types of services). With the purpose of monitoring compliance with applicable labor laws and legalization of incomes, from the beginning of 2016 conducted 49 inspections of storage systems – legal entities, 40 cases found violations and 54 scheduled and unscheduled inspections of natural persons-entrepreneurs. According to the results of work performed by business entities 566 additionally concluded employment contracts with employees. Supported business initiative regarding the establishment of their own businesses, 10 individuals provided one time financial assistance to the unemployed in the amount of 246,0 thousand UAH. To raise awareness among the unemployed about the labour market situation and prospects of entrepreneurship development conducted 96 thematic seminars and the presentation of the 41 employers. Available jobs employed 2757 people. For the organization of work in the sphere of small and medium businesses are also trained 12 people. Updated register of available production space in the industrial complex of the city, which can be used for entrepreneurial activities. As of 01.01.2017 year the list includes 17 rooms with a total area of 26.8 thousand square meters. At meetings of coordination Council on development of entrepreneurship discussed about the changes of the current legislation of Ukraine concerning the procedure of state registration of legal entities and individuals – entrepreneurs, adoption of joint measures on legalization of informal employment in small and medium business, the results of the monitoring of the terms of reference and the development of entrepreneurship, the effect of regulations on entrepreneurial activity, the draft programme of development of small and medium-sized businesses in the city of Chernivtsi in 2017-2018. Hosted events aimed at business development and improve the investment and innovation activities, in particular: a round table on the theme "Trends and financial model of franchising, the challenges and opportunities for development", international conference of Business ideas "TEDx Chernivtsi", international business – the forum of "Mutual cooperation – the path to the development of Polish and Ukrainian enterprises", the second international business conference "Afaceri.ro Chernivtsi – 2016". Development and support of IT start-UPS Cluster Bukovina innovative technologies to them. Th.Schumpeter "Ñluster bit" held on the communicative platform "Idea of the Day - BukStartUP" and presentation of IT - startups. In July 2016, organized and held city festival "St. Peter's fair" with the participation of more than 700 business entities of the city of Chernivtsi, Chernivtsi region districts and 23 regions of Ukraine. In celebration of the city Day with participation of subjects of small and medium enterprises, organized and held exhibition – sale of bakery and confectionery products, products of folk crafts, the presentation of products of restaurant economy and the workshops of blacksmiths. Financial support for the organization and holding the International championship of culinary and confectionery art among juniors "BESTCook Junior FEST", festival of hairdressers ' art "Coronation of beauty", the contest window dressing institutions of trade, restaurant business and services for new year and Christmas holidays, and the like. On the occasion of the professional holiday of Day of the entrepreneur in September 2016 best representatives of small and medium-sized businesses are awarded with Diplomas of the mayor of Chernivtsi with the presentation of valuable gifts.
