Socio-economic development of the region was evaluated in 10 areas: the development of industry, agriculture, the pace of construction, commissioning of housing, attracting investment, trade balance, employment and unemployment, wage increases, financial self-sufficiency and energy conservation. Data based on information of the State service of staticice and responses of relevant ministries and governors to queries of the SBI CVU. The expert survey was conducted by questionnaire. There are 16 directions. Among other things, questions were raised on the implementation of reforms (decentralization, simplification of administrative services, public procurement, fight against corruption, the personnel policy of the President, administration and cooperation with the regional Council, transparency of work and the like. In the expert survey involved 245 people. Mostly they were opinion leaders, political experts and media representatives.
