Monetization of subsidies is a necessary and important step in the reform of energy efficiency in Ukraine, investment in energy efficiency. First, this will create incentives and provide the tools for almost half of Ukrainian families on the heat modernization of their buildings. Second, providers of utility services eventually cease to depend on centralized decisions and actions of the monopolists. They will be able to allocate funds for the modernization and efficiency of production and supply of heat. Thirdly, it will create a transparent and understandable for every relationship "budget - subsidy - service provider - energy supplier", and also minimizes the risks of corruption. This was stated by Vice Prime Minister – Minister of regional development, construction, housing and utilities Hennadiy Zubko during his meeting with representatives of the governments of the EU and Switzerland, international organizations and people's deputies. He said he plans to make a monetization in two phases. First – enterprise-level - service providers, the second is at the population level. "Monetization will give grantees incentives to invest in energy efficiency measures and an additional source of funding. This is one of the requirements of the Memorandum with the IMF, a precondition for the implementation of the Agreement on Association of Ukraine with the EU in the implementation of the Third energy package", - said Gennady Zubko. The concept of monetization of subsidies was developed by experts of the Ministry of regional development jointly with the world Bank. Vice Prime Minister reminded that the Government prepared and sent to Parliament the necessary number of bills for a major reform of the energy efficiency, including a bill to Fund energy efficiency. The bill "About the energy efficiency Fund" (No. 5598) will provide Ukrainian families with financial support and technical solutions, which will reduce the consumption energoresursu and utility costs.
