Sergey Savchuk: Long-term contracts for the sale of "green" electricity is the warranty,which is waiting for investors and project developers for smooth financing
Yesterday, March 15, the Chairman of the Saee Serhiy Savchuk held a meeting with representatives of the company "Khmelnytsky Bio Power Plant LLC" that plans to install near the city of Khmelnitsky power station with capacity of 44 MW, which will operate on straw. During the conversation the parties discussed prospects of realization of such project in Ukraine. In particular, Neil Rutherford, Director of the company, assured that the project will be successful and profitable. For the construction of the station will involve the most modern technologies and equipment, including foreign ones, in particular Denmark. In addition, due to favorable location of the plant will be provided with a supply of about 300 tons of straw per year to produce electricity. Sergey Savchuk stressed that favorable conditions for the implementation of such projects established with the adoption in 2015 of the law of Ukraine ¹ 514-VIII. In particular, the requirement concerning the local content, which allows the use of foreign equipment for construction in Poblenou volume. "In addition, the power plant will sell the electricity network by up to 10% of "green" tariff, namely 12,38 cents/kWh", - said the Chairman of the Agency. The head of the Agency assured that the Agency continues to improve the legislation to attract investment in "green" projects and to eliminate barriers that prevent this. According to the representatives of the company, one of them is the current rule on the conclusion of annual contracts for sale to the network of electricity at "green" tariff. This may slow down the process of attracting investment for the project. Neil Rutherford has expressed a willingness to demonstrate experience of such foreign countries as Denmark, Germany, great Britain, on concluding long-term contracts for the sale of "green" electricity. At the end of the meeting Sergey Savchuk said that we are working on improving the legislation on this issue. In particular, in the Verkhovna Rada of Ukraine registered the draft law "On electricity market" (reg. No. 4493 from 21.04.2016), article 65 which provides that a contract for the sale of electricity at "green" tariff is for the duration of the "green" tariff. However, the Agency Head reported the feasibility of attracting international expertise to further address this issue. "Experience, for example, Denmark, we certainly come in handy. By the way, this year the Saee, in conjunction with colleagues from Denmark working on the preparation of the Memorandum of cooperation between the two countries in the field of renewable energy. To bilateral cooperation has been multifaceted and fruitful, we are ready to amend the draft Memorandum of additional areas of cooperation, particularly on exchange of experience on long-term contracts for sale of "green" electricity," - said S.
