Sergey Savchuk: Parliament passed a bill that would allow ESCO companies to invest in insulation of budgetary institutions in Ukraine
Yesterday, March 23, at the meeting of the Parliament adopted in the second reading the bill No. 4549 on the extension of conclusion of energy service agreements for thermal modernization of buildings of budgetary institutions. Your votes gave 228 people's deputies of Ukraine. "This is another victory! Adopted a law that paves the way for large-scale modernization of kindergartens, schools, hospitals and the like. Now ESCO-companies will have all legal grounds for working in the public sector, concluding ESCO contracts and attract their capital to the implementation of energy efficiency measures in institutions of the social sphere", - commented the Chairman of the Saee Serhiy Savchuk and recalled that the bill was developed with the active participation of the Agency. In particular, the law provides for the possibility of electronic auctions via PROZORRO for the procurement of energy services. This will greatly facilitate the process of concluding contracts between the ESCO-companies and managers of budgetary funds. This year it is expected to conclude around 100 ESCO-contracts. "In 2017 we will continue to introduce and promote effective European ESCO-mechanism. This would benefit all: the state will save millions of hryvnias of budget funds, aktiviziruyutsya small and medium businesses, public institutions can reduce consumption, save money on utilities and use them on other important projects," explained the Sec.Savchuk and added that the total potential of this market in the public sector reaches 5 billion dollars. "The advantage of energy is that, without investment cost can be brought billions of dollars of private investment in the insulation of budgetary institutions and as a result, to reduce gas consumption across the country, almost 1 billion m3 of gas. This is a real step towards energy independence of Ukraine", - said Victor Galasyuk, people's Deputy of Ukraine, Chairman of Verkhovna Rada Committee on industrial policy and entrepreneurship. Recall that due to the introduction in 2016 of the ESCO mechanism in four regions of Ukraine (Kiev, Odessa, Vinnitsa and Poltava regions) work continues on the 19th of prisoners by the energy service contracts for a total amount of 7 million UAH.
