mayor Alex Kaspruk 18 April appealed to the public a statement in which he said that he had sent a petition to the Verkhovna Rada of Ukraine with the petition in accordance with article 78 of the law of Ukraine "About local government in Ukraine" to consider the appointment in accordance with the law early elections of Chernivtsi city Council. "With our combined EFFORTS, VIRIBUS UNITIS" – the slogan of our city, which for over a hundred years, citizens have lived, suffered, conquered, built in Chernivtsi. Adherence to this Covenant of our ancestors was the source of the strength and success of our community, the law of Chernivtsi. Believe that the mayor, the MPs in the session hall of the town hall are obliged to observe this law faithfully and to serve society, thinking about the city, to work on its development for the sake of Chernivtsi, the victory of goodness and justice. But a year in this room, the confrontation is a power struggle aimed at the destruction of the foundations of local self-government, the good name of our community, the future of Chernivtsi and Chernivtsi. In this confrontation, we lose the most valuable – TIME and incredibly quickly lag behind other cities. We are destroying the myth about a special Chernivtsi tolerance and lose the confidence of the world to our city, become uninteresting for partners, a risky investment. We are losing economically-financial resource for the development of the city and the future of our children. The shameful practice of irresponsible accusations, which has become the norm in this room, destabilizie the situation in the town, sowing distrust of the government, as representative, and the Executive encourages Chernivtsi to seek fortune in other countries, to become indifferent. Disappointment and indifference is the worst enemy of development and progress, is a hindrance to modern changes, in which our city needs. Despite fierce resistance in this room tried to stick to the course of modernization of the city infrastructure, implementation of open and democratic governance. Sincerely hope that personal political ambitions should not interfere with effective decision-making for the development of Chernivtsi, Chernivtsi welfare. Because in all electoral programs, irrespective of the names of political parties, we all declared that Chernivtsi has become a successful, comfortable, safe, clean, open city with a modern infrastructure, an interesting story, happy residents. But I can't elect the Secretary of city Council, to increase their Executive Committee. Constantly observed blocking the work of the Executive bodies and municipal enterprises, neglect of officials, disregard for the interests of the citizens and laws of Ukraine, cheap social populism, which negatively affects the activities of the municipal economy, the quality of administrative and other services. Attempts to violate certain laws of Ukraine balance between the powers of the city Council, Executive bodies of city Council and mayor will paralyze the activities of local authorities in Chernivtsi, leads to a weakening of territorial communities, hinders its economic, social and cultural development. Through the happy inability to organize, in compliance with the Regulations, almost every plenary session continues for months, dozens of questions are removed from consideration so-called exploration that violates the rights of citizens to resolve their problems, suffering urban management, utilities which ensure the vital activity of Chernivtsi. Months no decisions regarding the budget allocation, which leads to their inefficient use. The funds blocked in the accounts, not repaired roads, stopped work on the construction of kindergartens, utilities, streets.Khmelnytsky is not purchased highly needed medical equipment, not funded by social programs under the threat of further operation of the airport, not buying new trolleybuses. The last straw was the failure to promptly provide financial support to utilities to pay for energy, taxes and salaries, which may lead to a serious limitation of the city's water supply and public transport. In this situation, when the personal ambitions of individual members, trying somehow to block the work of the mayor and Executive authorities above the interests of the community and the development of the city, is considered the only correct way is to restart the entire system of local government in Chernivtsi – the announcement of early elections of the city Council and mayor.
