In Zhytomyr region, the government has simplified the conditions of participation in the competition for attracting budgetary funds for providing social services
the Cabinet of Ministers with its resolution introduced changes to the exercise of the social order at the expense of budgetary funds. The Ministry of social policy has developed a draft act for the purpose of enhancing the involvement of NGOs to provide social services, ensuring access to social services and improving their quality. We will remind, the Order in which the social order at the expense of budgetary funds, approved by the decree of the Cabinet of Ministers of Ukraine dated 29.04.2013 No. 324, provided the non-governmental organizations of a number of documents (in particular, certificates of territorial body of the State fiscal service on absence of tax debt) to participate in the competition to attract budget funds for the provision of social services. While the submission of bids stipulated 30 days and the validity is 10 days. Thus, it is no longer valid at the time of opening of bids. The decision taken by the Government have brought the Order into compliance with the current legislation in connection with adoption of Law of Ukraine "On public procurement" and simplified the conditions for the submission of participants of competition of bids. In particular, reduced numbers of applications to bid and exclude the provision relating to the submission of non-state actor that has expressed the intention to participate in the competition, or physical person-entrepreneur certificate from territorial authority of the State fiscal service on absence of tax debt. As reported in the Ministry of social policy, Ukraine has an extensive network of public institutions and establishments, which consists of more than 2 thousand subjects, which covered about 3 million people. Meanwhile, the needs for such services more than 0.5 million people were not satisfied. For the maximum satisfaction of needs of the population in social services, ensure the diversification of social service providers through the involvement of non-governmental organizations in 2012-2013 and introduced a mechanism of social order. In 2014, started its implementation in the regions of Ukraine. In 2016 in 4 regions NGOs supplied social services, totaling more than 800,0 thousand. The analysis of the reasons for the slow introduction of the mechanism of social order revealed a need to improve the list of documents submitted for the contest.
