the state Committee issued for public discussion the draft law of Ukraine "On amendments to the Law of Ukraine "On reforming state and communal printed mass media" concerning improvement of the mechanism of reforming of printing mass media". The bill developed by the Committee and is intended to improve the legislative rules that are controversial, or which there are certain difficulties in the way of reform. The Committee encourages groups of editors and journalists to discuss the bill and to send their offers by email tarasenko@comin.gov.ua. "The results of the monitoring show that of the 244 participants in the first stage only 37 print media and carried out re-registration of printed media with the preservation of the name, purpose, language of publication, the thematic focus, - said Chairman of the state Committee Oleg Nalivaiko. - One of the reasons for slow movement of the reform is the delay of the co-founders of the adoption of relevant decisions and signing documents necessary for turning editorial in the entity. Furthermore, most authorities and bodies of local self-government did not fulfill the requirement of the Law, according to which the editorial staff has a priority right in the way of reform." The results of the monitoring of the state Committee of the reform process suggests that the founders of state and municipal publications ignore the requirement of the Law, which stipulates within one month after receipt of the proposal of the labor collective of the editorial Board make the decision on the reform. Already practice began firing editors of public media without the consent of the labor collective, illegal alienation of property of editorial offices, downsizing editorial staff. The reform process is accompanied by appeal in the courts the inaction or misconduct of the authorities and organs of self-government. Changes that will improve provisions of the Law of Ukraine "On reforming state and communal printed mass media", will contribute to the creation of the economically independent print media, the conditions of their activities and improvement of information security of the citizens of Ukraine.
