This is the last of 23 such regional centres that operate outside of Kiev in all regions of Ukraine. According to first Deputy Minister of regional development, construction and housing and communal services of Ukraine Vyacheslav Negoda, Ternopil region gradually climbs the steps of the national rating of socio-economic development and remains a leader in decentralization. "Our main goal is to create conditions so communities developed independently, not waiting for instructions from the Government or regional administration or district, and were able, with the powers and resources to solve the problems they face. The reform, which we briefly called decentralization is not a simple process and Ternopil region for a long time remained its leader, does a great job in order to make changes in the region", - said Vyacheslav Negoda. According to the Chairman of the Ternopil regional state administration Stepan Barna, decentralization project two years ago, few believed, but the region has significant results – created 36 consolidated territorial communities that demonstrate successful examples: "We have more than 300 completed projects in territorial communities, as well as outside resources from the state budget – UAH 141 million in 2016 and 115 million in 2017. This specific changes that happen in our villages, because the main idea of decentralization is not only to provide a resource and to take responsibility," said Stepan Barna. That Ternopil oblast is the leader of the decentralization reform in Ukraine was also noted by the Director of Ternopil "center of development of local self-government" Viktor lytvynchuk : "the region has created 36 GSS that cover almost 37% of the overall territory and 34% of the population. Now comes the process of accession of the communities to already attached, and by the end of 2017 is expected to unite nearly half of the communities of the region".
