Preferential transportation in Zhytomyr region: to be or not to be?
The issue of transportation of preferential categories of citizens and payment for this transportation is one of the most problematic issues of today. January 4 in the regional state administration held a meeting under the supervision of the chief of the Department of industry, infrastructure development and tourism Roman Kisuke. The meeting was attended by carriers, representatives of the Department of labour and social protection of population, Department of Finance of RSA, the public. Free or reduced transportation of preferential categories of passengers on the basis of normative-legal documents, in particular laws of Ukraine and decrees of the Cabinet of Ministers of Ukraine. Current legislation stipulates that carriers must implement preferential transport in accordance with the requirements of applicable law, and recover damages from free transportation of preferential categories of citizens is governed by the regulations of the Cabinet of Ministers of Ukraine from the state budget. The law of Ukraine "On State budget of Ukraine for 2016" there are no items of expenditure for reimbursement of funds for transportation of preferential categories of citizens on interregional routes. Given the lack of means, truckers are not able to provide complete transportation of preferential categories of citizens in accordance with the requirements of current legislation of Ukraine. "At the present time to address the issue of transportation of privileged categories of citizens is carried out the preparation of the relevant letters to Central authorities, namely: the Cabinet of Ministers of Ukraine, Ministry of infrastructure of Ukraine, Ministry of Finance of Ukraine and the Ministry of social policy of Ukraine. However, within the scope of the problem of transportation of preferential categories of citizens is absent. As in the past, and in 2016, these citizens will be free to travel on domestic regional routes for General use," says Roman One.
