Chernivtsi: City Council approved the city budget for 2016 in new edition
On the implementation of requirements of the budgetary legislation the city budget for 2016 is shown in accordance with the Law of Ukraine "On State budget of Ukraine for 2016". Also take into account changes to Budget, Tax code and other legal acts. The budget for 2016 in the new edition approved January 12, at the session of the city Council. Total city budget of the city of Chernivtsi increases compared with the amount approved in the previous revision of the city budget for 2016 on 185,3 million UAH. Changes in Tax and Budget codes of Ukraine in terms of budget revenues, in particular: the establishment of a unified basic rate of tax on income of physical persons at the rate of 18% (in 2015 – 15/20%); the decrease of single tax payers of III group annual revenue 20 million USD. up to 5 million hryvnia and the increase in rates for these payers with 2 to 3% (for VAT payers) and 4 to 5% (for non-payers of VAT); the abolition of the payment of advance contributions on profit tax and the introduction of quarterly reporting period for businesses whose annual income exceeds 20 million UAH; transmission of the environmental tax from a special Fund. The volumes of interbudget transfers (educational, medical subventions and subventions for social security) brought in line with the amounts defined by the Law of Ukraine "On State budget of Ukraine for 2016". The volume of subventions from the state budget was approved in the amount of 765,8 million UAH. In particular, increased the volume of subventions for social protection to 128,7 million USD. educational subventions for UAH 5.9 million. Thus, the amount of medical subsidy reduced by 2.4 million USD. According to the Law of Ukraine "On State budget of Ukraine for 2016" and amendments to the Budget code of Ukraine the expenditures made from budgets of cities of regional importance related to the costs of funding vocational institutions located on the territory of cities of oblast significance. 10 on the financing of vocational educational institutions in the city budget for 2016 envisages 84,0 mln. Changes in legislation are not provided free meals students in grades 1-4. However, in the city budget for 2016 envisages UAH 5.0 million. the provision of Breakfast students in grades 1-4. In determining the amount of costs taken into account: – the increase in the official salary (the tariff rate) worker of the first tariff level of the ETS from 1 January in the amount – 1113 UAH from December 1 – UAH 1184. – size reduction rates of the Unified social tax to the budget institutions 36.3% to 22%.
