21 January at the office of DSNS Ukraine in Zhytomyr region held teaching and methodical collection with the leadership of the training centers of civil protection and safety from all areas of our state under the chairmanship of the Deputy Director of event Department of civil protection head of planning and coordination of activities civil protection Vasily Skakun. The organizers of the event aim was to bring to participants the latest changes in the legislative acts of the President, the Government, the interior Ministry and gschs of Ukraine concerning the organization of training of officials of authorities in the field of civil protection and training of the population to actions in emergency situations; exchange of experience and definition of priorities of activity of educational-methodic centers for 2016. During his speech, the head of the Department of planning and coordination of activities civil protection Department of civil defence of gschs of Ukraine Sergey Osipenko noted that to achieve the state objectives of considerable importance is played by the level of professionalism of the employees, therefore, first of all, you need to pay attention to ensuring quality of selection, training and appointment of personnel based on their professional training. “From our side, we must take all measures to improve the regulatory framework. And quality work training centers in regions should ensure their heads. After all only joint efforts, hard work and commitment to the goal, will help to overcome difficulties and achieve success, especially in the context of the new realities», - said Sergey Osipenko. Head of educational-methodical center of civil protection and life safety Zhytomyr oblast Igor lewczuk stopped on the problematic issues regarding the implementation plan for functional training of managers and specialists whose activities floor’connected with the organization and implementation of activities of civil protection. In particular, noted that the Zhytomyr region there has been a significant turnover of staff. Only the civil defense specialists most familiar with the service requirements suddenly change jobs. In connection’connection with which comes a new professional who needs time to settle into our activities. The issues of methodological support of educational-methodical centers of the sphere of civil protection, in particular the development and implementation of guidance documents for training people in emergency situations in 2015, brought to present head scientific-methodical center of the network of educational institutions in the sphere of civil protection of the Institute of public administration in the field of civil protection Viktor Mikhailov, the Institute is actively engaged in publishing and printing activities. Developed a methodical manual "General training of employees of enterprises, institutions, organizations for actions in emergencies". It is presented in electronic form on the website of the Institute of public administration in the field of civil protection. Just recently they released another tutorial «management of civil protection at the local level". In addition, the Institute has developed a methodological guide to the main types of educational activity of educational-medical centres of civil protection. These books are also posted on the previously mentioned website, that provides the ability to print its own to the required extent. The collection ended with a long discussion between the civil defense specialists from all over Ukraine. Experts have proposed their ideas for improving daily activities, and considered various solutions to the main problems of civil protection.
