On face trends and challenges in the market of light oil products
According to the monitoring of retail prices for motor gasoline and diesel fuel, which is conducted by the Department of regional economic development of regional state administration for the network of filling stations within the Vinnitsa region, with 04.01.2016 year, 01.02.2016, there was a decline in average retail prices:dadizele fuel – UAH 1,32./l or 7.8% (16.95 USD./l to 15,63 USD./l),petrol A-92 – 0.32 UAH./l or 1.7% (carries 18.68 USD./l to 18.36 USD./l), gasoline A-95 at UAH 0.34./l or 1.7 percent (to 19.51 USD./l to 19,17 UAH./l). Only in the region involved the implementation of fuel 99 economic entities (legal entities and individuals), which is 299 the gas station. In the field through a network of filling stations by 2015 sold diesel fuel 51,2 thousand tons of gasoline and motor 60.2 thousand tons, sales volumes of light oil in comparison with 2014 year-on-year to 17.3 thousand tons (25.3 per cent) and 22.2 thousand tons (26.9 percent), respectively. The decrease of sales volumes light oil products in 2015, more than a quarter, the increase in excise duty of 4 euros per tonne, the introduction of an additional tax of 5% for retail trade of oil products and the devaluation of the hryvnia – the main factors that do not allow to adequately respond to domestic traders for the decline in world oil prices. According to the calculations of Ukrainian experts currently the retail price of petroleum products to the final consumer is (depending on the brand of fuel) approximately 37-39% of the purchase price of a fuel, at 33-41% from taxes and 21-29% of the costs of implementing the offtaker of its activities and its profits. Therefore, the change in the price of fuel for Ukrainian consumers in 2016 will depend not only on the cost of oil, but also on the exchange rate, which directly affects the purchase price of oil and oil products, as well as on possible changes in the tax burden. However, due to the mismatch of pricing policy for domestic operators to the rapid decline in oil prices in 2015-early 2016 in global markets,the disposal of state Commissioner of the Antimonopoly Committee of Ukraine initiated proceedings on signs of violation of legislation on protection of economic competition, anticompetitive concerted actions in the markets of retail sales of light oil products. Currently a Committee is the collection and analysis of evidence in the case.
