This was the topic of a press conference, which was held on 4 February 2016 at the press center of the Department of information of the work of OSA. Participation in the press conference: VA.Director of the Department of regional economic development of regional state administration Volodymyr Burr and the head of the EU project "Center of adaptation of immigrants and entrepreneurs from the area of ATO and Crimea in Vinnytsia region" Valery Nikityuk. During the press conference Vladimir Burr gave an overview of the status of implementation of the project and noted: "the Grant agreement for the project was signed on 26 March 2015, however actively the project is being implemented from October 2015. As of today, all activities within the project are conducted in a timely manner and according to the plan, the claims of the European Union concerning the implementation of the project does not have". In addition, he noted that given the fact that the economic situation in the country at time of writing, the project has changed, accordingly there was a need to expand the support within the project. Separately, the official stopped on allegations that recently spread in media and Internet-editions about the fact that grant funds stolen. He said: "the Grant funds received to foreign currency account of the Department, opened in branch office – Vinnitsa regional management of PJSC "State savings Bank of Ukraine" on 27.05.2015, in the amount of 245.3 million euros. The project is implemented according to its implementation plan. All procurement under the project are carried out according to EU rules in compliance with the requirements of Annex IV of the Grant contract. In 2015 for the implementation of the project was spent 18919,5 euros. As of 01.01.2016, the balance of monetary funds on the account is 226380,5 Euro." The head of the EU project "Center of adaptation of immigrants and entrepreneurs from the area of ATO and Crimea in Vinnytsia region" Valery Nikityuk explained why there were difficulties in the beginning of the project and why there was a need to introduce into the draft the changes, said: "the Actual implementation of the project started in October last year. During this time, we saw that spelled out in the project areas of support do not work. Bank loans are not issued due to lack of collateral and own funds to open the business immigrants do not have. For the purpose of efficient use of funds and successful implementation of the project, discusses the possibility of expanding the areas of support in the framework of the EU project "Center of adaptation of immigrants and entrepreneurs from the area of ATO and Crimea, in Vinnytsya region". In addition, Valery Nikityuk noticed that developed a questionnaire to migrants, which include questions on the ability or desire of internally-displaced persons to start or expand a business in Vinnytsia region; whether the entrepreneur is ready to take on the work of HPE in subsidized jobs; plans of higher education and what major to work in subsidized places. This survey will help to determine in what areas should work to expand support HPE in the framework of the EU project. At the end of the press conference, the media representatives had the opportunity to ask questions and receive satisfactory answers from the management of the Department of regional economic development of regional state administration and head of the EU project "Center of adaptation of immigrants and entrepreneurs from the area of ATO and Crimea, in Vinnytsya region".
