He explained that the Programme covers the period 2014 to 2015 and consists of two stages: - Phase I (2014-2015) – formation of information resources of the urban cadastre and the introduction of geographic information system and geoportal of urban cadastre. - Stage II (2015) – the operation and improvement of information resources of the urban cadastre and monitoring of the city of Lutsk. Given the lack of funds made only a part of the first phase of the Programme, namely: - an inventory of existing in the archives of the Department of urban development and architecture, data which is to be put in the urban cadastre. -provided an aerial survey of the territory of the city of Lutsk(in accordance with paragraph 11 of the Annex No. 1 to the Program of the planned 250 thousandUAH., spent – 273419,74 UAH.) - vigotovlennya planning and cartographic material at the scale of 1:2000 (according to paragraph 12 of Annex No. 1 to the Program of the planned 1200 thousand UAH., spent – 726525,85 UAH.), -produced orthophotos of the city of Lutsk 1:1000. To complete the works in accordance with the program provided 1450,00 thousand UAH.( in fact, the work performed for 999945,6 USD. in co-financing with the Volyn regional state administration (50-50)). The results of the inventory established that it is necessary to Supplement the unified digital topographic base of the city planning and cartographic materials scale 1:500, demand for which has arisen in connection with necessity of introduction of the urban cadastre information about engineering and transport infrastructure ( 1057 available in the files of the office tablets not made in electronic city map 350 tablets). Formed Service of the urban cadastre and monitoring of the Directorate of town planning and architecture. Service of town planning cadastre and monitoring in view of the lack of funds allocated under the Program, provided program and technical complex of the urban cadastre, information and communication system of automation of processes of collection, processing, systematization, recording, storing, and updating inventory information ( in accordance with the program for the purchase and installation of hardware complex and software of geographic information system and geoportal of urban cadastre 2014 provided a year - 500,00 thousand UAH. 2015 – 200,00 UAH th.). Service of town planning cadastre and monitoring is currently under the second phase of the Program keeps an electronic information base, namely: an electronic map of the city of Lutsk (1:500); address register; the registry of land granted in ownership or use; register of streets; estr cadastral blocks; the register of temporary facilities (project). The Executive Committee of Lutsk city Council from 03.06.2015, No. 307-1 taken in the Service of the urban cadastre and monitoring "On approval of the Regulations on the assignment of addresses to objects of immovable property located in the territory of the city of Lutsk" and No. 308-1 "On a Single address register of the city of Lutsk". To make informed decisions regarding the development of urban planning documentation and the granting of permits for land development Service of the urban cadastre and monitoring of the work started in project management "Map", which will integrate all of the above electronic information base including the General plan of the city of Lutsk and the zoning plan of the city of Lutsk, approved and projected detailed plans of territories and other information. Subject to the financing, acquisition and installation of a technical system and software geographic information system and geoportal of urban cadastre of the above-mentioned electronic information database via the Internet can be used in the work of the structural subdivisions of the Lutsk city Council, enterprises , institutions, organizations, residents of the city.
