In Zhytomyr region the consumers are guaranteed access to information about municipal resources
5 March 2016 entered into force, the Law of 10.12.2015 No. 887-VIII "On access to information in the areas of supply of electric power, natural gas, heating, centralized supply of hot water, centralized drinking water supply and Sewerage". According to the Law, consumers are guaranteed unhindered and free access to information about: 1) the rights of consumers, place and procedure for the information consumers; 2) prices/tariffs, their components for all categories of consumers, change of prices/tariffs; 3) share of the cost of electric energy produced by generating facilities (by type of generating capacity) in the wholesale price of electricity; 4) share of the cost of electric energy produced by generating facilities (by type of generating capacity), the weighted average price of electricity for consumers; 5) comparison of prices/tariffs for the goods and services in different regions of Ukraine, as well as in Ukraine and other States; 6) forecasts of changes in prices/tariffs and the rationale for such changes, according to statements of the entity, which provided for the establishment of tariffs for the goods and services; 7) dynamics of change in historical cost composite of prices/tariffs in the last five years; 8) quality characteristics of goods and services; 9) list the cost and terms of providing consumers with additional services; 10) the average monthly charges for private household for the consumed goods and services – by category of consumers; 11) the amount of debt on payment of consumed goods, services, time of incurrence of such indebtedness by categories of consumers; 12) the procedure for granting and calculating subsidies for cost recovery for payment of housing and communal services, purchase of liquefied gas, firm and liquid oven household fuel, and also benefits certain categories of citizens; 13) the investment programs of licensees and sources of their financing, the attracted loans and their purpose, the reports on execution of approved investment programs; 14) energy saving measures; 15) the state trust and other energy efficiency programs. Also each consumer in these areas are guaranteed unhindered and free access to information about: a) the status of payments to such consumer for the consumed goods, services, including debt repayment for consumed goods, services (if applicable), periods in which there is a debt, information about calculating benefits and grants (if grant / assignment); b) the actual consumption of consumer goods and services during the previous periods.
