Ukraine has adopted new anti-corruption regulations of subsoil use

In Ukraine adopted new anti-corruption regulations of subsoil use. Now granting special permits for subsoil use is carried out by conducting auctions for the sale that will provide the maximum openness and the concreteness of the procedure. Such a decision recently adopted by the Government by making appropriate changes to the CMU resolution No. 615 and No. 594 dated 30.05.2011 year. Statistics of recent years shows that previously using this procedure were given to less than 5% of the special permits. That is, the auctions actually worked, – says the head of the Office of effective regulation BRDÎ Alexey Goncharuk. Changes include the ability for businesses to self-initiate the imposition of separate sites of bowels on the auctions, simplify and clarify the grounds for refusal in granting of bowels in using. Alexey Goncharuk said that the Ordinance significantly reduced the list of grounds that were previously used to avoid the auction and get corruption obstacles to fair participation of companies in tenders. In particular, now the business will be given sufficient time and information to be considered lots offered for sale. This will create companies fair competition. Deputy Minister of ecology and natural resources Svetlana Kolomiyets noted: "the Sphere of subsoil use until recently was one of the most corrupted in Ukraine, including because of imperfection of regulation of relations. Change the rules of the game in the provision of special permits is just one step towards major reform of subsoil use, which we implement. Our goal is to provide all market participants equal opportunities and to eradicate corruption that reigned in this area for many years." The reform of subsoil use will contribute to creating a more attractive investment climate in Ukraine, – said the First Deputy Minister of economic development and trade of Ukraine Yulia Kuznetsov. According to her, because the global tendency is that the prices of key energy and ore resources decline, global investment in 2016-2020 will be reduced. Therefore, to ensure that Ukraine received these investments, regulation in the mining sector should be transparent and efficient. This was reported in the Zhytomyr regional state administration
