Rivne regional employment service 25 years
19 March 1991 decision of the Executive Committee of the Rivne regional Council of people's deputies was created by the state employment service in Rivne region. That year in the employment centers of the region was registered 3834 persons who needed assistance in finding employment. During its existence, the employment service of Rivne region has developed rapidly, introducing unique designs, the latest technology and experimental methods of working that has significantly improved the quality of providing social services to the population and employers. Within 25 years of its activity, the employment centers Rivne region have provided social services to over 1 million citizens, of which 511 thousand were employed, more than 160 thousand of the unemployed underwent vocational training, retraining or advanced training, 268 thousand inhabitants of the region were attracted to public works and other temporary nature. Financial support to business start-up – one-time payment of unemployment assistance for business organization has received more than 21 thousand of unemployed citizens. From 2013 employment centers Rivne region are using new mechanisms to stimulate employment and create new jobs, in particular the issuance of vouchers to improve competitiveness in the labour market of persons having age less than 45 years and not less than 15 years working experience. Just issued 1108 vouchers for training and professional development. 1704 employed unemployed with compensation to employers of a single social contribution. In a period when Ukraine has chosen the European path of development, and the government announces a high-quality reforms in all spheres of economy, experts of the Rivne regional employment service should pay due attention to the formation changes and suggestions to the norms of the current legislation in the sphere of employment. Proposed initiatives include comprehensive support for active employment programmes aimed at the maximum involvement of the fellow countrymen for employment, the eradication of consumer sentiment the unemployed, financial support for employers creating new jobs, promoting entrepreneurship, reducing youth unemployment, and the like. However, it should be noted that the situation in the country, the challenges require further modernization activities of the State employment service, urgent reform of the mechanisms of regulation of the labour market and the introduction of adequate measures to stimulate employment. The emphasis will be placed on the latest information technologies to deliver services to the population and employers, changing approaches to working with the registered unemployed, in particular, on finding suitable employment and the strengthening of insurance principles of payment of unemployment benefits.
