In Lutsk city Council Secretary Julia Bosenko participated in the seminar on leadership “the Mayors, leaders of change” in Kiev,
the Seminar was organized by the Congress of local and regional authorities of the Council of Europe in the framework of the project “Promoting local democracy in Ukraine” and plan of action of the Council of Europe for Ukraine for 2015-2017. The participants of the event were city and town heads of Ukraine, members of the Congress of local and regional authorities of the Council of Europe. The city of Lutsk was represented by the Secretary of the city Council Julia Bosenko. With the Volyn region was also village head Manevich, Alexander Gavrilyuk and from our partner cities of Kuznetsovsk of Rivne region — Sergey Anishenko, other. During the seminar the participants exchanged experience with Ukrainian and other European peers on local government issues, particularly regarding the definition and implementation of successful local policy planning in the context of the strategic vision, effective participation of the community. Within two days of the seminar, 18 and 19 may, the participants listened to the speeches of experts and specialists on the reform of local self-government in Ukraine and in other countries of Europe, what it means to be mayor, about ethics in local government, shared decision-making, management through leadership: strategic planning and the development of trust and shared values. After each presentation there was a discussion concerning the main problems and challenges the participants faced since his election to the position, positive aspects that bring pleasure in the work, as well as on the impact of local government reform on local government in Ukraine. Presentations were made by the representatives of the Council of Europe, were the mayors of the two cities from the Netherlands and Slovenia, other experts in the field of local government. The overall objective of the project “support to development of local democracy in Ukraine”, within which was held a seminar on leadership, is to improve the implementation of the principles of democracy in Ukraine by improving the essential abilities of elected representatives at the local level and the dissemination in Ukraine of the best practices of local democracy, and strengthening the culture of democracy at the local level. These are the seminars for mayors, deputies of local councils and local young leaders, thematic round tables, grants, Advisory support and the exchange of practices in the implementation of local initiatives and so on are intended to promote the development of local democracy in Ukraine.
