The luck plan to implement energy saving measures in more than 40 budgetary institutions
Lutsk city Council actively cooperates with the Nordic environment Finance Corporation, NEFCO. Already managed to implement several projects. And here held a meeting with representatives of NEFCO, companies SWECO and “Garda” cooperation on a new project. In conversation took part, the city mayor Mykola Romanyuk, his first Deputy Taras Yakovlev, Deputy Andrew Kish, Secretary city Council Julia Bosenko, members of the city Council, representatives of the structural subdivisions of city Council and utility companies. Starting a conversation mayor Mykola Romaniuk said that they are pleased to continue cooperation with NEFCO. According to him, the new project provides for the implementation of energy saving measures in more than 40 budgetary institutions, in particular, primary and secondary schools, music schools, sports schools. For these purposes it is planned to obtain five million euros of loan funds from NEFCO and grants amounting to approximately two million euros from the Fund Å5Ð. For these funds plan to insulate the facades and roofs, to install and so FORTH, replace Windows and doors, electrical equipment etc. Also includes the share of co-financing from the city budget. Mykola Romaniuk thanked the representatives of NEFCO in cooperation, because they are one of the financial institutions that help to implement energy saving measures in luck. He congratulated the representatives of the companies SWECO and “Garda”, which will assist in the preparatory work and the relevant documentation. In turn, the representative of NEFCO in Ukraine Julia Shevchuk thanked Nikolay Romanyuk for their cooperation. She noted that it will be the fourth joint project by NEFCO and the Lutsk city Council since 2012. According to her, luck is an example of how to work, not talk. Julia Shevchuk stressed that NEFCO is an international financial organization, which was created by the five Nordic countries. In Ukraine they operate since 2004. Investments are directed to projects of energy saving, environmental characters. Representative of SWECO Gunnar Bark said that their organisation works at all stages of the project, as it gives an opportunity to effectively implement the tasks and get a good end result. It is worth noting that in 2016 the Lutsk city Council agreed the terms of reference for the feasibility study of the project “energy Efficiency in public buildings in the city Of luck”, the Committee on the evaluation of the bid proposals selected by the technical consultant of the project, the Swedish firm SWECO. Gunnar Bark said, that this is not their first project in Ukraine. According to him, their task is to inspect all the objects in which it is planned to introduce energy saving measures, to examine the environmental, economic, technical and other components, and prepare a report and plan for priority investments. He underlined that will be studied all the documents, do the analysis, plan where and what activities can be implemented. According to him, their task is to result in the implementation of the project decreased energy consumption, improved environmental component, was created comfortable conditions for the stay of people in these establishments has decreased the financial burden on companies. Also Gunnar Bark stressed that the priority investment plan to be discussed with the management of luck and NEFCO. Addressed to present and senior Advisor of the company “Garda” Vladimir Deboy, who noted that they, together with SWECO will work on the technical part of the project. In particular, their experts will work in luck and study all the documentation to inspect the premises of budgetary institutions. He hopes their work. First Deputy mayor Taras Yakovlev said that there are already good results of cooperation with NEFCO. According to him, it is good that the new project will cover more than 40 of the budget institutions, which will implement energy saving measures. He noted that this will allow to save means of the city budget that was allocated for the payment of energy-funded institutions, and will provide an opportunity to direct them to other purposes. He noted that he will coordinate the work and promised support and help in the work of the consultants. Taras Yakovlev said that over the next few months, it is necessary to conduct initial data acquisition to the next year to begin implementation of the project. She noted that representatives of the community understand the importance of energy saving measures in budgetary institutions. According to her, these projects only are welcome and I would like them to be in luck. City mayor Mykola Romaniuk paid attention of representatives of the company SWECO that all preparatory work should be complete by mid-November of this year. He explained his desire that in early December of 2016 will be a meeting of the Board of NEFCO and must before time tax all documents for approval. Otherwise it will be lost time, because then she meet no earlier than spring 2017. Mykola Romaniuk said that if a positive decision NEFCO's loan will be obtained in December 2016 and at the same time, the Fund Å5Ð agree on the grant at the beginning of 2017 will be held on tender procedure and in the summer of 2017, it will be possible to start performance of all work in budget institutions. Mykola Romaniuk has promised maximum cooperation in providing documentation and free access to experts in institutions where plan to implement energy saving measures.
